Job Description
The City of Williston is seeking a Lieutenantto join the
Summary:
The incumbent is responsible for providing supervision over ambulance, engine or truck company personnel and operations in emergency and non-emergency occurrences. The incumbent is also responsible for emergency response for EMS, fire suppression, Hazmat, and other forms of special rescues.

Essential Job Duties and Responsibilities:
Essential responsibilities and duties may include, but are not limited to, the following:
  • Supervises personnel assigned to company to ensure rules/regulations and standard operating guidelines are being followed; serves as Officer in Charge in the absence of a higher authority.
  • Safely deliver crew members and equipment to the scene of all types of emergencies; EMS, Fire, Hazmat, MVA, extrication, Technical Rescue and Aerial Operations.
  • Emergency response for EMS, fire suppression, Hazmat, and other forms of special rescues.
  • Assumes responsibility for apparatus and equipment during assigned shift; may drive vehicle to emergency scenes; supervises personnel assigned to apparatus at scene of emergency.
  • Ensures equipment and apparatus are maintained in working order.
  • Responds to fire, accident, medical, rescue, civil defense and natural disaster calls and ensures that apparatus and equipment are working correctly while at scene.
  • Responds to calls regarding hazardous materials spills.
  • Administer drugs, provides medical treatment and transportation for sick and injured citizens when needed, all within EMS scope of practice.
  • Transports sick and injured patient's long distances to adequate care facilities, as needed.
  • Engages in public education events with children, adults, and schools. Education includes, but is not limited to EMS education, fire prevention, public speaking, and tours.
  • Clean and maintain station and equipment.
  • Restock medical supplies and equipment as needed.
  • Regularly participates in personal, company and department training.
  • Regularly participates in either group or self-directed physical fitness activities during duty hours.
  • Check all equipment, perform minor maintenance on the apparatus and equipment and record any apparatus maintenance problems.
  • Mentoring and training of Driver/Operators and Firefighters
  • Operating the pumps and delivering water supply; aerial devices, and other equipment at working fires.
  • Perform recordkeeping and completion of computer forms for daily truck checks, time clock recording and all other required forms.
  • Perform pump and hose test as scheduled.
  • Maintains familiarity with buildings and streets in immediate coverage area and outlying areas of the City.
  • Maintains professional relationships with the community and City personnel.
  • Perform all work duties and activities in accordance with City policies and procedures.
  • Perform other related duties as required or assigned.

Education and Experience:
  • High school diploma or GED equivalent; and 12-18 months of total satisfactory work experience in the Fire/EMS Field; or an equivalent combination of education, training, and experience.
  • One year (1) of supervisory/management experience
  • One year (1) service as a Driver Operator

Certificates, Licenses, Registrations:
  • Must possess a valid Driver's License
  • CPR & First Aid
  • Firefighter I & II standards certificate
  • Hazardous Material Operations & Awareness certificate
  • NIMS ICS 100, 200 & 700 certifications
  • NR EMT or Paramedic certificate
  • Completion of the Lieutenant Task Book
  • Fire Officer I
  • Fire Instructor I
  • Fire Inspector I

Training opportunities available to obtain desired certifications for incumbents who have met the minimum certificate, license, and registration requirements.
Language Skills:
Ability to read and interpret documents such as safety rules and standard operating guidelines. Ability to write routine reports and correspondence. Ability to speak effectively before patients, crews and groups of customers or employees of an organization.
Mathematical Skills:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Internal Communications:
Regular contacts within the department and with other departments as needed. Must be able to read and write formal communications with correct grammar, punctuation, and spelling.
External Communications:
Regular contacts with third parties, outside representatives, community groups, and mutual aid partnerships as needed.
Use of Equipment and/or Computers:
Regular use of technology and equipment for job-related functions will be required including but not limited to computers, phones, printers, operation of various department vehicles including fire and EMS apparatus.
Other Skills and Abilities:
Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff. Must be able to work both independently and in a team environment, using a high level of professionalism and critical thinking.
Physical Demands:
Standing in work areas, walking between work areas, and driving to various locations will be required. There will be a regular expectation to pull, push, reach, walk, stand, sit, crawl, kneel, bend and have the use of hands and fingers, use of both eyes for sight, including ability to distinguish color and distance, hearing, extensive use of arms and legs to climb on top of, under, in and around equipment and facilities; work in proximity and use of computer screens; verbally communicating, and moving objects. The employee must be able to physically move, lift, carry and manipulate up to 100 pounds.

Work Environment:
While performing the duties of this job, the employee frequently works in and outside of various locations and weather conditions within the community. The noise level in the work environment is loud. Essential functions require maintaining condition necessary for sitting and standing for prolonged periods of time. Employee will work at all Williston Fire Department facilities and is expected to keep work areas clean, safe, and functional. Employee may be required to work extended hours including evenings and weekends. Long distance patient transfers are likely.
Work schedule is generally a regular duty schedule of 48/96 or based on organizational need. Overtime is occasionally available and expected, based on organization need. Regular, predictable, and dependable attendance is required.
