Office of Early Childhood Operations - Licensing Division
Job Focus Area
This Licensing Specialist position is located within the Division of Licensing and is responsible for determining initial and ongoing licensure of child care facilities, as well as potential revocation of child care licenses. The work of this position involves the engagement, support, and on-site assessment of license exempt child care homes to assist with Bulletin 139 regulations’ compliance and child care centers to assist with Bulletin 137 Licensing regulations’ compliance. This is a field-based position that requires travel within a designated area of the state to carry out a full range of duties for child care licensing. Conducts statewide surveys of child day care centers, adoption agencies, foster care agencies, residential facilities, maternity homes, juvenile detention facilities and other facilities that are licensed by the state. Chairs exit conferences with facility administrators and other officials to discuss inspection findings. Studies the facility relative to construction, policies and procedures, organization, administration, and quality of services to determine the extent of compliance with program requirements or state licensure standards and/or federal standards.
Obtains information from review of records, personnel interviews, resident interviews, and
personal observations relative to the operation of the facility and compliance standards.
Compiles information derived from surveys, prepares reports on results of surveys, describes findings and need for improvements or revision of facility operations, and formulates recommendations to enable the supervisor to determine whether licensure or star rating should be granted, denied or deferred.
Explains and interprets state and/or federal licensure and/or star rating standards to officials and staff or providers of service. Furnishes explanation and consultation to administrative and direct care staff on rules and regulations found out of compliance during inspection visits. Cooperates with administrators of facilities and professional groups in the preparation and presentation of educational programs for social care personnel.
May assist in training of new staff in performance of full range of tasks. Assists providers on requested selected topics. Conducts special investigations in response to complaints and prepares reports on findings.
May participate in legal proceedings, which includes testifying in court and appeal hearings

**A child care criminal background check will be conducted by the LDOE on the selected candidate prior to beginning employment.
NOTE: This position will require frequent travel and the candidate selected must to possess a valid Louisiana driver's license at the time of hire (appointment).
**Note regarding the advertised pay range: The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire.
One position is available; it will support the advertised area and surrounding parishes. This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana state employee. Current permanent classified state employees may be required to accept a probationary appointment, if selected.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in hospital, nursing home, or day care center administration; public health; social services; family life education; Early Childhood development regulatory experience; administrative services; or teaching at the elementary or secondary level.
SUBSTITUTIONS:
A baccalaureate degree in Early Childhood education; Early Childhood administration; child development; Pre-K-3 education; general education/studies with a concentration in Early Childhood education/child development; Early Childhood education/elementary education; family & consumer sciences; family/child life & family studies; special education; elementary education or human ecology w/Early Childhood education will substitute for one year of the required experience.
A master's degree in any field will substitute for one year of required experience.
Specialized and advanced degrees with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in any field will substitute for all of the required experience.
NOTE:
Travel is required. Applicant must possess a valid LA Driver's license at time of appointment.
NOTE:
Day care center – a licensed facility caring for seven (7) or more children.
NOTE:
Early childhood development concerns children from birth to eight (8) years.
NOTE:
Daycare Center Administration is the operation of facilities whose primary business is the care of a child by a person other than the child's legal guardians. This work involves directing and overseeing the business operations of the center as well as assuring compliance with state and federal regulations.
Teaching/direct care giving is not qualifying.
NOTE:
Any college hours or degree must be from an accredited college or university.
