THE SAN DIEGO LOCAL UNIT OF THE RIVERSIDE SOUTH CHILDREN'S RESIDENTIAL REGIONAL OFFICE IS RECRUITING FOR A PERMANENT, FULL-TIME LICENSING PROGRAM MANAGER I. THIS POSITION WILL BE LOCATED IN SAN DIEGO, CA.
Under the supervision of a Licensing Program Manager II (LPM II), the LPM I is responsible for monitoring and supervising the activities of a unit of Licensing Program Analysts and performs quality assurance reviews, plans and conducts individual and group training, reviews complaint investigations, provides technical and supervisory direction in the office and the field, reviews monthly intake and production reports. The LPM I may act as the Division representative with other agencies, recruit and hire new staff, meet with facility representatives, recommend administrative actions against noncompliance licensees. The LPM I supports the office in maintaining the Community Care Licensing Division (CCLD) Policies and Procedures. All applications will be screened and only the most qualified will be selected for interview.
The LPM I is directly supervised by the Regional Manager (LPM II). The LPM I reviews problem cases with the Regional Manager, receives consultation on sensitive issues, and receives general direction on district goals and priorities.
Assigns licensing responsibility for geographic area or program with consent of Regional Manager. Recommends to Regional Manager use of resources, equipment and controls.
May call informal conferences in which licensees bring in an attorney or public official. Meets with various community and social organizations on licensing issues, such as closure of facilities providing poor care.
LPM I reviews LPA decisions and hears appeal to civil penalties and disagreements between the LPA and licensee. Manager informs Regional Manager on actions to close facilities.
Failure to monitor LPA work may result in inability to close facilities, liability for inappropriate administrative action and failure to protect clients of facilities from abuse, neglect, injury or even death.
Must be able to objectively handle complex licensing issues and diplomatically work with facility operators, community agencies, and irate public.

3. Education Records - If you are using education to meet the minimum qualifications, you must include your unofficial transcripts for verification with your application. If selected, you may be required to provide official transcripts at the time of hire.
4. Valid Driver's License - Candidates selected for interview will be required to provide a copy of a valid driver's license of the appropriate class issued by the Department of Motor Vehicles. Do not upload this document as attachment when submitting your application. This document should be provided during the interview process.
5. Fingerprint Clearance - Subject to fingerprinting and criminal record clearance by the Department of Justice and Federal Bureau of Investigation.
6. Others- This position requires lifting & carrying up to 25 pounds, climbing stairs, sitting for extended periods and using a computer & keyboard. Must be able to take laptop and printer to the field.
