The mission of The Oregon State Board of Nursing (OSBN) is to protect the public by regulating nursing education, licensure, and practice.
OSBN administers ORS Chapter 678 and OAR Chapter 851 to license, investigate charges against, and discipline Registered Nurses, Licensed Practical Nurses, Certified Nurse Anesthetists, Nurse Practitioners, Clinical Nurse Specialists, Certified Nursing Assistants and Certified Medication Aides. There are over 100,000 licensees under the jurisdiction of the Board who provide nursing care to persons in the state of Oregon. The Board also determines licensure and certification requirements; evaluates and approves nursing education programs and nursing assistant training programs; issues licenses and certifications; investigates complaints and takes disciplinary action against nurses and nursing assistants who violate the Oregon Nurse Practice Act; maintains the nursing assistant registry; and administers nursing assistant competency evaluations.
As of 2023, The Board prepares and manages a $24 million biennium budget. In addition to the 56 FTE's on staff, there is a nine-member Board appointed by the Governor, which includes two public members, four Registered Nurses, one Licensed Practical Nurse, one Certified Nursing Assistant, and one Nurse Practitioner. The four Registered Nurse members represent the following areas of nursing practice: one nurse educator, one nurse administrator, and two direct-care non-supervisory nurses.
This position is in the Licensing Department which receives and processes licensure and certification applications, issues licenses and renewals, and responds to public questions and needs. The Licensing Department oversees the Licensing Call Center that supports the Board's mission by providing the highest quality of services to licensees and to the public by responding in a timely manner and providing accurate information.
This is a management service position and is not represented by a union.

This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here's what you will do:
As a Licensing Manager, you will manage the operational aspects of issuing licenses and certifications including managing the daily activities of the licensing department staff by assigning work and projects, evaluating and developing department policies and procedures, establishing work schedules and monitoring the work of department staff to meet goals, objectives, and established standards. You will also set customer service standards for both the contact center and the licensing technical staff. Advise staff on complex licensing issues that may require rule or statute interpretation. Provide recommendations on the development of policy and procedures. Work in collaboration with other agency managers to ensure compliance with the Nurse Practice Act and increase departmental efficiency.
This includes:
  • Provide management over the licensing department to ensure applications for licensure, at all levels under the Board's jurisdiction, meet established standards set out in administrative rules.
  • Establishes and maintains procedures and controls necessary to ensure work is coordinated between licensing types. Develop necessary controls to ensure consistency in outcomes. Serve as a technical expert and resource specialist by providing technical assistance, including statutory and rule interpretation, to licensing department on matters pertaining to licensure.
  • Evaluate, propose, and implement business processes and systems to maximize operating efficiencies. Work with partners to improve or automate processes and procedures. Test process improvements. Educate staff on changes.
  • Advise and assist staff in addressing complex licensing issues. Analyze situations and make decisions on selecting the most appropriate course of action within established standards and guidelines.
  • Negotiates with involved parties to solve problems, gain compliance, reach agreement, or determine required services. Interpret rules and regulations and provide information, advice, and direction to licensing staff, the public, or other state or federal agencies to assist in carrying out assigned activities, achieve compliance, resolve problems, or determine an appropriate course of action pertaining to Licensing and certification issues.
  • Establish and maintain quality review monitoring systems (audits). Plan, present and implement improvements in workflow, services or technology to meet agency goals. Meet regularly with staff to review licensing policies and procedures and to discuss workflow improvements. Work directly with staff to train, develop, and encourage positive outcomes.
  • Develop, implement, or recommend changes to laws, rules, policies, or procedures to address new patterns.
  • Maintain comprehensive, and current knowledge of the Nurse Practice Act, application types, policies, procedures, and workflows.
  • Review work of contact center supervisor and licensing staff for accuracy, timeliness and conformance to State laws, Administrative Rules, and agency policies and procedures.
  • Evaluate training needs of the staff and develop training resources or references to provide appropriate training. Develop staff to ensure growth of employees and to maintain efficiencies within the agency and state government.
  • Provide information to licensing tech and contact center supervisor concerning the interpretation or application of statute, rules, policies, procedures, and licensing requirements.
  • Serve as the licensing subject matter expert in cross functional teams.
  • Preform management duties for the licensing team including: recruitment, training, assign work, evaluate performance, document issues, work with HR on disciplinary actions, scheduling and timekeeping review.
  • Ensure staff are:
    • fully and appropriately trained to perform their duties.
    • performing duties with the utmost customer service in both internal and external interactions.
    • following best practices in preforming their duties.
    • adhering to State and Agency expectations in performance and professional behavior; and are
    • instilling accountability and integrity within their work processes.

Here's what you need to qualify:
Minimum Qualifications:
Five years of lead work, supervision, or progressively related experience;
OR
Two years of related experience and a bachelor's degree in a related field.
