Job Highlights
Do you have a passion for research, audits and projects? Bring your accounting or auditing experience and join the Department of Labor and Industries as a L&I Auditor 4. In this role, you will be supporting the mission of L&I as it pertains to safeguarding the safety and health of the workforce by ensuring employers carry industrial insurance and pay the correct amount of industrial insurance premiums as it relates to the assigned risk classification(s) for their business. An L&I Auditor plays a vital role in the maintaining of a robust State fund. Integrity of the industrial insurance system Keeps Washington Safe and Working to adequately ensure medical care and financial help for injured workers.
This position is a lead auditor for the Region 1 audit team. The auditors rely on the
training and guidance provided by the Lead Auditor to ensure a high level of performance. In this position you will act as a Lead Auditor, reporting to the supervisor,
providing coaching, technical expertise and training of the staff.
As the trainer for the auditors, the position may be responsible for ensuring new auditors learn the position's responsibilities. The trainer meets with the new auditors regularly; reviews the work to ensure laws, rules, policies and procedures are properly applied, reports are clearly written, and corrections are communicated in a timely manner. The one-on-one interaction is essential to ensure new auditors learn to apply Industrial Insurance rules and regulations correctly to very different case scenarios.
Trainer responsibilities may include participating as a member of the Audit Trainer
Committee. This committee meets regularly to ensure rule changes are clarified, current problems are discussed, and new procedures are consistently communicated statewide.
Duties
Some of what you'll do:
  • Support auditors by providing technical expertise which ensures audits are completed accurately, consistently and timely.
  • Independently screen, schedule, coordinate, and conduct audits of business financial records to determine premium liability for industrial insurance.
  • Provides technical and industry assistance and guidance to members of the work unit.
  • Conducts the most difficult assignments, including employer fraud.
  • Performs complex and politically sensitive audit assignments.
  • Conducts audit assignments to bring the underground economy into compliance.
  • Identifies premiums owed by non-reporting and under-reporting employers to ensure the financial integrity of the Workers' Compensation program.
  • Identifies fraud, may coordinate with other programs to pursue appropriate action.
  • Prior to conducting audit, reviews firm's accounts to become familiar with their business activities. Utilizes other agency programs to conduct computer research on firm's accounts. Exercises independent judgment in performing research and analysis on selected entities and Industries.
  • Performs on-site audits at employer's facility and surveys work operations to determine if the firm has correct risk classifications for job hazards of the business. Ascertains whether or not firms are in compliance with industrial insurance reporting requirements.
  • Reviews employment contracts and conducts fact-finding interviews to determine independent contractor status for industrial insurance purposes. Has knowledge of reciprocity reporting requirements for states in which Washington has reciprocity.
  • Discusses audit findings with employers and their representatives in post-audit meetings, interpreting and explaining proper reporting procedures and relevant portions of the industrial insurance laws and Washington Administrative Code (WAC).
  • Conducts field training for new audit staff and provides technical training for journey level audit staff regarding complex issues.
  • Backs up Audit Supervisor.
  • Acts as a member of committees at regional and statewide levels.

Qualifications
Required:
  • A Bachelor's degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) AND four (4) years of professional accounting or auditing experience.
OR
  • A Bachelor's degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) AND two (2) years as an L&I Auditor 3 or an Auditor 4.

Additional professional level accounting or auditing experience will substitute; year for year, for the education EXCEPT for the 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class).
Desired:
  • A Master's degree in Business Administration, Public Administration, Economics or closely allied field, or certification as a Public Accountant, Fraud Examiner, Internal Auditor, Information System Auditor, Management Accountant or equivalent certification will substitute for one (1) year of the required experience.
  • Strong knowledge of RCW Title 51, WAC 296-17, and WAC 296-17A.
