PRIMARY DUTIES & RESPONSIBILITIES
The hiring salary for this position is $63,967.60 - $79,959.50 annually.

Under the direction of the Learning and Development Manager, the Learning Management Systems Administrator provides technical leadership in the support of The City of Aurora's Learning Management System (LMS). This position is responsible for the support, design, development, implementation, delivery, and maintenance of content, assets, and other resources used for instructional functions. The Learning Management System Administrator is the primary system administrator for The City of Aurora's LMS
  • Acts as primary owner and subject matter expert of the city's Learning Management System (LMS).
  • Manages community areas within the LMS including functionality, appearance, tabs, and settings.
  • Serves on the internal Workday Advisory Board. Identifies and communicates opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements.
  • Maintains procedures and policies to ensure the security and integrity of systems/networks.
  • Acts as an internal consultant by analyzing data and recommending solutions to utilize the LMS to deliver, track training and measure performance to meet organizational objectives.
  • Creates and manages user structures including the creation of user groups. Assigns and governs permissions with Learning Admin Team by department.
  • Manages online learning center, including: course enrollment, progress tracking, course asset library, populates course information and assigns learners. Reviews and monitors system performance.
  • Reconciles rosters and assigns course credit for city employees.
  • Publishes and archives online or blended learning solutions, assigns training curricula, and adds and deletes resources. Uploads training in PPT, PDF, .mov, etc. format
  • Creates job aids for FAQs and standard LMS functions.
  • Develops and updates standardized tools and reporting for ongoing access to learning information; generates standard and custom reports.
  • Creates and manages the overall course structure and sets up course programs based on specifications from the instructional designer.
  • Manages relationship with third party vendor OpenSesame and facilitates the successful linkage of OpenSesame e-learning courses to the LMS.
  • Provides troubleshooting assistance for users regarding logging in to the LMS and accessing courses. Troubleshoots and resolves issues relating to system functionality and software systems.
  • Serves as point of escalation for support issues, which may include interaction with LMS vendor and other vendor support services.
  • Works with the instructional designers to troubleshoot and resolve technical issues related to accessing the LMS and course content.
  • Perform additional duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
  • Bachelor's degree in Information Technology, Communication Studies, Business Administration, Business Management, Training and Development, Public Administration or a directly related field.

Experience:
  • At least 3 years of progressively responsible experience in Learning Management Systems and training programs, staff development programs or human/community organizations.

Knowledge:
  • Knowledge of principles of adult learning; methods of curriculum and materials design; and instruction delivery to groups of diverse adults.
  • Knowledge of principles and procedures of human resources management operations.
  • Knowledge of city structure, operations, leadership, core values, and service to the community.

Abilities:
  • Ability to acquire and maintain knowledge of current technology as it applies to LMS software and systems.
  • Ability to manage multiple projects to meet implementation target dates
  • Ability to show judgment and initiative and to accomplish job duties
  • Ability to work independently and with a group
  • Ability to consistently present and communicate in a professional, poised, and respectful manner as a representative of the HR department.
  • Ability to consistently verbalize and model core values during all course offerings.
  • Ability to act as internal consultant by analyzing data and recommending solutions to utilize the LMS to deliver, track training and measure performance to meet organizational objectives
  • Ability to adjust curriculum or presentation as conditions change and still meet learning objectives.
  • Ability to identify problems, troubleshoot, evaluate, and use sound judgement to make recommendations

Skills:
  • Strong interpersonal skills with demonstrated capabilities in public relations and communications and be comfortable with public speaking of various size audiences as an instructor.
  • Instruct adults learners using various instructional techniques and methods.
  • Effectively manage a classroom setting that models the city's core values.
  • Convey knowledge and information in a manner that encourages learners to apply the skills and knowledge learned.

WORKING CONDITIONS
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:
  • Light physical work lifting no more than 30 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds
  • Performs physical tasks such as room and equipment set-up and breakdown, gathers and provides supplies. May have to push, pull, or lift up to 30 lbs. assisted or unassisted.
  • Frequent lifting, carrying, walking and standing
  • Frequent hand/eye coordination for operation of office equipment
  • Vision for reading and interpreting reports and data analysis and preparation
  • Frequent speech communication, hearing and listening to maintain communication with employees and citizens?

Work Environment:
  • Works primarily in clean, comfortable environment.
  • Occasionally works nights and weekends

Equipment Used:
  • Frequently uses standard office equipment including personal computers, calculators and copy/fax machines.
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
