Job Description
The City of Avondale is currently seeking a Lead Water Reclamation Operator with the Public Works Department. This is a full-time, FLSA non-exempt position with benefits.
The Lead Water Reclamation Operator is responsible for operations and maintenance activities at the City's Water Reclamation Facility (WRF). The position leads the operational team that performs a variety of tasks that include, but are not limited to: daily rounds, sample collection, laboratory analysis, clarifier blanket monitoring, filter changing, chemical delivery, and assisting with equipment replacement.
Also known as the Charles M. Wolf Water Resource Center, the WRF is the only treatment facility in the City, it is currently rated at 9 MGD and operates continuously to treat a primarily domestic wastewater stream. The process includes screening, grit removal, primary treatment, biological secondary treatment (Activated Sludge 4 - Stage Bardenpho BNR), secondary clarification followed by chlorination and then de-chlorination. The solids handling is accomplished by primary and WAS thickening, anaerobic digestion, and centrifuge dewatering. The WRF generates B+ effluent that is 100% recharged, except when used for the on-site non-potable system.
Under direct supervision of the Water Reclamation Facility Supervisor, this position requires exceptional leadership skills to effectively direct and coordinate day-to-day activities; provide input to engineering on Capital Improvement Projects; prepare regulatory reporting, and more. This position requires advanced knowledge and skills pertaining to the process control of an activated sludge treatment facility.
Essential Functions
Provides leadership to the Water Reclamation facility operation team by assigning and performing daily tasks of operation, maintenance, and repair for all facility equipment. Oversees tracking and reporting of operational data, records, and analytical results. Provides leadership, guidance and establishes an operational strategy for the facility.
Updates supervisor and management on daily operations, important developments, short and long-range goals, and work activities. Assists in the development and implementation of Standard Operating Procedures. Promotes proper QC procedures to ensure discharge parameters are within the federal and state permit compliance.
Makes recommendations and implements improvements to processes and procedures. Performs daily evaluation of process control results and makes operational changes as necessary for efficiency, safety, and quality control. Monitors and adjusts chemical feed dosage to ensure permit requirements are met. Oversees chemical orders and deliveries as required to maintain effective plant operations.
Works with the Water Reclamation Facility Supervisor and Water Quality & Compliance Supervisor to ensure sampling and laboratory testing are in compliance. Assists in preparing regulatory reports and submissions, responses to audits, inspections, and other actionable items.
Supports the WRF asset management program and ensures the proper practices and procedures for the City's Computerized Maintenance Management Software (CMMS) are being followed.
Monitors plant processes via the City's Supervisory Control and Data Acquisition Program (SCADA) and physical sampling and laboratory testing of reclaimed water and treatment byproducts.
Trains operators regarding safety guidelines, monitors the site safety program for the facility to include lock-out/tag-out procedures, confined space entry, personal protective equipment requirements and staff safety training.
May be called upon to contribute knowledge and vision to other divisions within the Department and shall perform other duties as assigned.
Minimum Qualifications
High school diploma or GED equivalency is required.
Work requires an advanced knowledge of the wastewater treatment process, equipment and controls, and laboratory sampling and testing procedures. Additional knowledge obtained through a vocational school certificate program or similar course of study is preferred.
A minimum of four (4) years of experience in wastewater treatment or specialized plant operations experience is required.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Must possess an Arizona Department of Environmental Quality (ADEQ) Wastewater Treatment Operator Grade IV Certification at the time of hire and must be able to maintain certification for the duration of employment.
A valid Arizona Class D Driver's License is required.
Supplemental Information
Work requires the ability to read technical documents, schematics, construction plans, technical specifications, regulations, permits, Safety Data Sheets, O&M manuals, standard operating procedures, repair manuals, and more.
Work requires the ability to perform complex math calculations using formulas to derive answers to specific Water Reclamation problems, such as volume, dosage, concentration, and flow.
Work requires the ability to write daily logs, reports, work orders, budget recommendations, and general correspondence. Prepares report analysis on chemical usage and production demands.
Planning responsibilities include establishing work schedules for WRF staff, assigning special projects, organizing, overseeing, and inspecting employee work. Leads the planning, repair, and maintenance of plant equipment and facilities.
Assist in the preparation of the Water Reclamation Facility annual budget. Prepares supporting documents, tracks current expenditures, and recommends CIP budget allocations.
The position is non-supervisory but acts as a team leader for operational staff, will provide input on hiring/disciplinary actions, work objectives/effectiveness, and realigning work as needed.
Works independently with general guidance and direction from the Water Reclamation Facility Supervisor. Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative, independent analytical skills, and evaluative judgment.
This position makes contact with others within the organization. These contacts may involve similar work units or departments within the City, which may be involved in decision-making or provide approval for purchases or projects.
This position makes frequent contact with outside entities, groups, material suppliers, and the general public and must represent the City in a professional manner, including attitude and appearance when required.
Ability to work in a constant state of alertness and safe manner is required.
Employee must maintain regular in-person attendance.
