Job Description:
As a Subcontracts Manager (SCM), you will be a pivotal force overseeing the entire life-cycle of subcontracts within our dynamic aerospace company. Your responsibilities will span from initial sourcing and acquisition strategy development to solicitation, negotiation, award, cost and schedule management, subcontractor execution, and closeout steps. Our subcontracts portfolio is diverse, covering various customer segments, including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestically and internationally.
The landscape you'll navigate is rich in technologies, products, and services, including development articles, production, technical & professional services requirements. Leveraging different subcontract types, you will adeptly manage risk for both the company and our customers, employing fixed-price, cost reimbursement, time & material, and labor hour strategies. Key responsibilities include acquisition strategy collaboration, SOW development, solicitation generation, source selection, negotiation, file establishment, and documentation.
In this role, you will drive major subcontract execution, ensuring alignment with program goals in terms of cost, schedule, technical, and quality aspects. Serving as a Subject Matter Expert, you'll bring advanced knowledge of contract types, negotiation skills, subcontractor management, program risk management, and familiarity with FAR/DFAR requirements. You will be instrumental in eliminating ambiguity in SOW language and technical requirements, ensuring clarity and accountability.
Key Responsibilities:
- Drive major subcontract execution, ensuring alignment with program goals.
- Act as a Subject Matter Expert in contract types, negotiation, subcontractor management, and program risk management.
- Review technical SOWs, understand work scope, and ensure clarity in language and technical requirements.
- Ensure compliance with FAR/DFAR requirements, Prime Contract flow downs, and International Trade Compliance.
- Collaborate with various functions including Contracts, Program Management, Finance, Engineering, Quality, and Business Development.
- Analyze diverse issues, communicate effectively to Program and Supply Chain Executive Leadership.
Qualifications:
- Bachelor's Degree and a minimum of 9 years of relevant experience.
- Total relevant professional experience to be a minimum of 7 years in Procurement and/or Subcontracts.
- Experience in Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal, Government compliance, and/or Finance.
- 7 years of experience using MRP systems software.
- Minimum 5 years of experience with Microsoft Office Suite.
Preferred Additional Skills:
- DoD Clearance (desired but not required).
- Strong attention to detail and a high degree of accuracy.
- Excellent communication skills, quality commitment, customer focus, strong interpersonal skills, and adaptability.
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
- Proficiency in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.).
- Lean Six Sigma experience.
