Position Summary:

Serves as Lead Locksmith for contract proposal located in Arlington, VA.

 

 

Qualifications:

  • The Lead locksmith shall have the ability to communicate both written and orally (read, write, and comprehend) technical documents, memorandums, reports, and power point and develop and present ideas and solutions to physical security challenges in accordance with applicable regulations.
  • The Lead locksmith shall have the ability to meet and work effectively with a variety of stakeholders at various levels to develop cooperation and understanding necessary to support lock and key management program objectives.
  • The Lead locksmith shall have a minimum of a have a high school diploma and at least ten (10) years of experience in providing locksmith services.
  • The Lead locksmith shall be a GSA certified locksmith.
  • The Lead Locksmith is a non-uniformed and unarmed position.

 

Proficient knowledge of:

  • UNICAN mechanical and E-Plex locks
  • Swipe electronic locks, (i.e., T3000 Series)
  • Mechanical and electronic Group 1 and 1R GSA container locks
  • Sergeant, Yale, Schlage & Primus, Crobin-Ruswin, and
  • Corbin Russin - Mortise and Cylindrical locks
  • Sargent – Mortise (also electrified) and Cylindrical
  • Schlage Primus - Cylindrical locks with removable cores
  • Alarm Lock Trilogy series (2700; 2800; 3000; 3075) audit trail locks
  • Kaba E-Plex (5000) series audit trail locks
  • Sargent and Greenleaf (8400 & 8500) series safe/container locks
  • AMSEC ELS 10 series safe locks
  • LaGard LG series safe locks
  • Mas Hamilton X-07; XO8
  • Kaba Mas XO-9
  • Kaba IIco mechanical cipher locks (L-1000 & 5000 series locks)
  • Kaba IIco (Solitaire 700 series magnetic stripe cardkey locks)
  • Pad locks, file cabinet locks, Adams Rite locks

*Must have a majority of the certifications; however any missing certifications must be secured during the first 6 months of performance.

 

Duties. The Lead Locksmith duties shall include, but not be limited to the following:

  • Serve as the single focal point accountable for all locksmith services and activities and the quality of personnel and deliverables.
  • Be responsible for briefing the OM or TM on a wide range of locksmith services, activities, and deliverables.
  • Assure all locksmith personnel have the necessary qualifications (technical, maintenance, and training).
  • Manage and de-conflict multiple ongoing baseline support and technical tasks for locksmith program.
  • Be responsible for managing and controlling overall Contractor program costs for locksmith program.
  • Be the Locksmith Contract lead for interfacing with industry, vendors, and OGC’s on applicable systems installed, administrated, and maintained under FDIC.
  • Identify system dependencies on FDIC and non-FDIC systems. Document concerns and findings and present to the FDIC.
  • Communicate to the FDIC emerging trends and technologies in the lock and key security industry
  • Install new locksets and pin cylinders to master and appropriate levels of subsystems change keys;
  • Re-pin existing locks to master and appropriate levels of subsystems and change keys;
  • Repair safety feature hardware, locks, and furniture locking mechanisms;
  • Re-program safe combinations for lost/forgotten combinations;
  • Open safes for lost/forgotten combinations;
  • Pick locks;
  • Remove and replace locks as needed;
  • Perform electronic lock programming and audit trail report retrieval on all electronic audit trail locks;
  • Code cut from Insta-Code software programs and fits keys to locks with no lock codes;
  • Install, repair, modify, and open a variety of locking mechanisms found on doors, desks, compartments, mobile equipment, safes, and vaults;
  • Examine locking mechanisms and install new unit or disassemble unit and replaces worn tumblers, springs and other parts, or repair them by filing, drilling, chiseling and grinding;
  • Open door locks by moving lock-pick in cylinder or opens safe locks by listening to lock sounds or by drilling. These include, but are not limited to:
  • T-3 Locking mechanisms
  • T-1 Locking mechanisms
  • E-Plex Locking mechanisms
  • Primus Proprietary System (550 and F Street)
  • High Security Locks (X-07 Safes, X-08 and X-09)
  • Audicon (OIG Grand Jury Room and Weapons Cabinet for Security)
  • Make new or duplicate keys using key-cutting machines. Change combination by inserting new or repaired tumblers into lock;
  • Maintain an inventory of all lock and key related hardware or software

WORKING CONDITIONS 

Work is typically in or around a busy environment and subject to frequent interruptions withlong periodsof sitting,standingor walking. Extended hours to include nights, weekends and holidays may berequired. Often subject to outdoor conditions including extreme temperatures and weather. Subject to high noiselevelsinclude gun fire, hazards including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat, extreme cold or exposure to chemicals. 

 

PHYSICAL REQUIRMENTS 

Must be able to stand for extended periods of time and may be required to climb stairs or ladders and walk around indoor and outdoor perimeter of buildings,  parking garages and on uneven terrain. Must meet all physical and psychological standards as required by the contract. Travel to various posts may be required.
