Summary
You will serve as a Lead Human Resources Specialist (Recruitment/Placement) in the Customer Service Department (Code 50) of OCHR STENNIS OPERATIONS CENTER.

Duties
  • You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions.
  • You will analyze applicant qualifications to determine if they meet qualification standards.
  • You will review position information for submitted recruitment action for accuracy.
  • You will advise junior personnel on the execution of procedures for HUMAN RESOURCES (e.g., recruitment, staffing, position management, position classification policies).
  • You will monitor junior human resource personnel to ensure work is accomplished.
  • You will advise customers on HUMAN RESOURCES regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]).
  • You will coordinate with customers (e.g., Operations Center, Managers, HUMAN RESOURCES offices, other organizations) to resolve issues with recruitment actions.
  • You will explain civilian HUMAN RESOURCES policies and procedures to customers.
  • You will explain the recruitment process (e.g., job advertisement, qualifications assessment, selection, on-boarding) to hiring managers and employees.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing federal civilian recruitment and placement work to ensure it is completed in accordance with the proper concepts, practices, regulations, precedents, and procedures; 2) Working with others to solve complex pay, recruitment, and placement problems/issues for federal civilian hiring actions; 3) Exhibiting ability to lead a team or group of specialists in performing federal civilian recruitment and placement actions (i.e., job analysis, job assessments, vacancy announcements, qualifications determination, pay setting, etc.); 4) Assisting other specialists with operating and solving problems in automated personnel systems (e.g., USASTAFFING, Onboarding Manager, DCPDS, ASARS, or other related federal civilian personnel systems); and 5) Reviewing personnel action requests submitted by customers to ensure packages are complete and adhere to established guidelines.
