Job description

Summary You will serve as a LEAD HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Workers' Compensation Department (Code 50) of the Fleet Human Resources Office of FLEET HRO NORFOLK NAVAL SHIPYARD. Responsibilities You will coach the team in the selection and application of appropriate HR Workers' Compensation problem solving methods and techniques. You will provide advice on work methods, practices and procedures, and assist the team and/or individual members.

You will conduct individual or group training or arrange for the training of the team. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work. You will serve as coach, facilitator and/or negotiator in coordinating team initiatives and consensus building activities among the team members.

You will represent the team in dealings with the supervisor or manager for the purpose of obtaining resources and securing needed information. You will resolve simple, informal complaints of employees and refer others such as formal grievances and appeals. You will provide guidance and assistance to employees and supervisors/managers in the administration of the FECA program.

Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the provisions of the FECA program sufficient to evaluate program trends, draw conclusions and recommend action(s). Experience applying a wide range of employee relations theories, concepts, laws, rules, regulations, precedents, and procedures to perform a variety of difficult assignments.

Experience applying a wide range of personnel management theories, principles, laws, rules, regulations, and procedures sufficient to identify interrelated problems, draw conclusions, and recommend appropriate courses of action. Experience establishing and maintaining effective relationships with and gain the cooperation of employees, supervisors, and managers on difficult, complex, or sensitive issues. Experience investigating, evaluating and analyzing documentation to provide advice/guidance regarding benefits and to substantiate or controvert claims.

Experience applying creative thinking skills on complex problems to solve problems. Experience communicating both orally and in writing.
