SUMMARY OF DUTIES:

This position supports the assurance and oversight of Amtrak’s compliance with federal, state, and local regulations and railroad operating and safety rules, policies, and procedures, within numerous Amtrak departments, including, but not limited to, Transportation, Infrastructure Maintenance and Construction Services, Safety and Security, Human Resources, and Mechanical. Employees in this position directly identify areas of compliance and safety risk and support the reduction of this risk through mitigation activities, with the goal of improving Amtrak compliance and safety. Employees in this position lead by example as related to safe and compliant work practices; model the Amtrak values of “do the right thing,” “excel together,” and “put customers first;” and serve as a resource to personnel in other departments concerning matters of safety and compliance.



ESSENTIAL FUNCTIONS:

  • Conduct quality and safety assurance evaluations/observations/audits to assess effectiveness of and compliance with federal, state, and local laws and regulations, including FRA regulations, and Amtrak standards, rules, and policies. Topics of review include train operations and dispatching, railroad maintenance, employee training and certification, roadway worker protection, occupational safety, blue signal protection, fitness for duty, safety risk management, event reporting and investigation, and all other safety critical operations and practices completed by/for Amtrak. Assurance activities include:
    • Interviewing Amtrak employees and other pertinent parties
    • Reviewing documents and records
    • Reviewing and analyzing data
    • Conducting on-site and remote observations and inspections of railroad activities and assets
  • Oversee and ensure compliance with root cause analysis and corrective action plan development processes to support the effective and timely mitigation of findings, violations, or opportunities for improvement identified via internal and regulator quality and safety compliance activities. Verify the completion of the corrective action plans through review of documentation, data, photographs, or other evidence.
  • Clearly communicate the need for, plans to complete, or results of quality and safety assurance activities through the development of written reports, data reports, presentations, and other materials.
  • Verbally present and communicate program plans, processes, needs, activities, and results to pertinent parties including Amtrak employees at all levels, labor officials, and external stakeholders and partners. This may include but is not limited to informing, soliciting information, educating, preventing at risk behaviors, and appropriately engaging and collaborating with others.
  • Maintain and organize extensive digital files of documentation and records required by Amtrak to demonstrate compliance with regulatory, contractual, and internal programmatic requirements.
  • Complete assigned special projects, as necessary, to address departmental needs, priorities, and goals.


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in occupational health, safety, business or public administration/policy, or transportation (or related field or an equivalent combination of work experience, training, and education in lieu of degree).
  • Experience in QA/QC, safety, regulatory compliance, or related area.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to analyze, interpret, summarize, communicate, and act on quantitative and qualitative data.
  • Self-motivated and able to work independently.
  • Strong personal computing skills as demonstrated through experience.
  • Strong ability to manage time and ensure compliance with set deadlines.
  • Effective verbal communication and technical writing skills.
  • Strong ability to retain and organize extensive digital records.
  • Strong ability to utilize Microsoft Word, Excel, SharePoint, and PowerPoint.
  • Knowledge of safety management system and/or system safety principles.
  • Knowledge of FRA safety regulations, Amtrak safety rules and practices, railroad operating rules (or similar safety regulations, rules, and practices in an applicable work environment).


PREFERRED QUALIFICATIONS:

  • At minimum, 6 years or more of relevant experience preferred.
  • Certification in QA/QC, safety, or related discipline (International Organization for Standardization [ISO], Transit Safety and Security Program [TSSP], Occupational Safety and Health Administration [OSHA], World Safety Organization [WSO], etc.).
  • Prior experience developing/establishing quality or safety assurance processes.
  • Prior experience with 49 CFR Part 217.9 operational testing and inspection.
  • Current or prior railroad operating rules or roadway worker protection qualifications.
  • Knowledge of FRA inspection processes including related to the issuance of defects and violations.
  • Knowledge of 49 CFR Part 270 system safety program requirements.
  • Experience auditing system safety programs or safety management systems.
  • Experience reviewing and analyzing specialized railroad data (e.g., locomotive event recorder data).
  • Experience utilizing Microsoft Power BI and/or Enablon safety software.


WORK ENVIRONMENT:

  • Work is performed on, in, and around trains, on-track equipment, live railroad tracks, railroad yards and facilities as well as in indoor office settings.
  • Work is regularly performed outdoors in all weather conditions.
  • Work includes travel up to 50%.
  • The job requires getting on and off locomotives, cars, and on-track equipment numerous times while conducting work activities.
  • The job may require standing up for six hours a day.
  • The job includes frequent reading, writing, and analysis of hard copy and digital materials.
  • Work includes conducting in-person, telephonic, and/or virtual dialogues to manage and conduct the flow of work.
  • Work is performed in a fast-paced, time-sensitive environment with frequently changing priorities.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.


The salary/hourly range is $94,300 - $122.256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
