Job description

This position is located in the Department of Homeland Security (DHS), Federal Protective Service.
The primary purpose of this position is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government.

Qualifications: Specialized Experience GS-09: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-7 grade level in the Federal government, performing duties such as:
  • Investigating suspected instances of noncompliance with laws, rules, policy, regulations, executive order or other mandatory regulatory requirements by individuals or organizations.
  • Assisting with performing inspections, monitoring contractor performance or meeting with agency officials to ensure compliance with protective security officers.
  • Preparing reports of findings, providing detailed program deficiencies, conclusions and recommendations for improvements, correction of irregularities and injustices revealed by inspections.
You qualify at the GS-09 grade level if you possess one of the following:
  • A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

Specialized Experience GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as:
  • Performing organizational risk management process activities designed to increase security and manage risk to facilities and occupants, including oversight of and verification of compliance of the contract guard force.
  • Conducting limited Law Enforcement activities by performing routine investigations of alleged or suspected criminal violations of Federal, State and local laws related to the protection of critical government infrastructure and key resources.
  • Coordinating assigned inspections, reviews Federal facility security data prior to execution of the actual inspection or audit, and prepare filed reports, compliance assistance reports, and after-action reports to identify deficiencies that are reported through the chain of command.
You qualify at the GS-11 grade level if you possess one of the following:
  • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related ; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
  • Conducting investigations, frequently over an extended period of time, of alleged or suspected criminal violations of Federal, State and local law related to the protection of critical government infrastructure and key resources.
  • Preparing reports of findings, providing detailed program deficiencies conclusions and recommendations for improvements, correction of irregularities and injustices revealed by inspections.
  • Performing duty assignments that include but are not limited to, serving as a member of emergency or special response teams, firearms instructors, defensive tactics instructors, police motorcycle operator and police bicycle patrol.
GS-12: Substitution of education in lieu of specialized experience may not be used for this grade level.

You must also meet the following:
  • Pre-employment Medical Requirements: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
  • Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment and be available for frequent travel.
  • Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
Training: The incumbent must meet the established experience, basic training and in- service in service training requirements established for the enforcement of police powers. Incumbent must complete the designated, required training which includes the basic Criminal Investigators Training Program (CITP) at the Federal Law Enforcement Training Center (FLETC) or the Uniformed Police Training Program (UPTP), the Advanced Individual Training Program (AITP), and the Physical Security Training Program (PSTP). Additionally, the selectee must successfully complete the Field Training and Evaluation Program (FTEP) conducted at the selectee's assigned duty location or a different geographic area; and other in- service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
Security Clearance: This position will require a Non-Critical Sensitive/SECRET clearance to perform the full range of duties.
Pre-Employment Drug Testing: This position requires a pre-employment drug test and a negative drug test result prior to appointment into the position must be achieved.
