The Johnston County Solid Waste Department has an immediate opening for a Landfill Operations Specialist.Located in the eastern half of North Carolina and part of the Research Triangle Region, Johnston County is part of the fastest growing region of the state. Electronic applications cannot be amended once submitted.An employee in this class operates heavy equipment to maintain the Johnston County Solid Waste Landfill. Employee utilizes heavy equipment to clear land, haul dirt to cover landfill solid waste, grade and landscape the landfill site. Employee will also be responsible for equipment maintenance, dust control, installing erosion control, using GPS grading systems, and general cleanup.

Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards.Employee is subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work at the landfill also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHA's bloodborne pathogen standards.Operates bulldozer, compactors, and scraper pans in clearing land and covering land debris; operates heavy equipment to grade and excavate land and backfill excavations and trenches.Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill.Directs public use of facility with respect to landfill policies, procedures and projects.

Observes waste being dumped at the landfill for proper materials; separates out materials not allowed.Performs preventive maintenance and makes repairs and adjustments to heavy equipment; assists the mechanic; assist in other projects/events and duties as assignedMaintains and utilizes safety clothing, breathing apparatus and safety tools. Attends hazardous material handling schools and related classes.Performs other tasks when not engaged in equipment operation and repair; separates recyclable materials and loads into shipping containers; mows and maintains landfill acreage; operates transfer trucks to transport solid wastes to various sites. Performs related tasks as required.Considerable knowledge of the operation and maintenance of heavy construction equipment.

Considerable knowledge of the methods of landfill operation including grading and drainage requirements and regulation regarding solid waste materials disposed in landfill. Considerable knowledge of the occupational hazards and preventive safety measures of working in a landfill and operation of heavy equipment. Ability to operate construction equipment to proper grade.

Ability to establish and maintain effective working relationships with the public and other employees. Ability to follow oral and written instructions.Must be able to perform basic life functions of climbing, balancing, stooping, kneeling, reaching, standing, walking, grasping, pushing, pulling, talking, hearing, and repetitive motions. Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects .Must have visual acuity to operate heavy equipment and distinguish types of materials being deposited in the landfill.Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, temperature and noise extremes, hazardous materials, machinery, vibrations, traffic hazards, toxic agents, animals/wildlife, water hazards, disease, or pathogenic substances.Ability to read and write and considerable experience with heavy equipment operation; or any equivalent combination of education, experience, and training.

Prefer candidates with experience operating heavy equipment in a landfill environment. Ideal candidate will hold a North Carolina Landfill Operations Specialist Certificate.Valid North Carolina driver's license. Must obtain Landfill Operations Specialist certification within six months of employment (subject to SWANA scheduling).

The job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations.Employment Type: Full-Time
