DEPARTMENT OF PUBLIC WORKS (DPW)

The Department of Public Works (DPW) is committed to providing reliable and sustainable infrastructure for our unincorporated community. DPW is responsible for the following services for the unincorporated region: County maintained roads; traffic engineering; private development construction inspection; design engineering and construction management for public works related infrastructure; land surveying and map processing; watershed quality and flood protection; County airports; solid waste planning and diversion; closed landfill maintenance; wastewater and water systems management; and assessment districts for private road and landscape maintenance. PLANNING & DEVELOPMENT SERVICES (PDS)
Planning & Development Services (PDS) is responsible for managing the conservation, development and community planning of its over 500,000 residents in the 29 unincorporated communities of San Diego County. The unincorporated area is geographically diverse and is considered one of the most biologically important areas in the U.S. with natural features including lagoons, foothills, mountain ranges, and deserts.

PDS is a fast-paced planning department with a vast array of project types in settings ranging from suburban to rural due to the proximity to high-density coastal cities such as the City of San Diego, Chula Vista, and Carlsbad. Planners working for PDS will touch on projects ranging from mixed-use, residential, commercial, affordable housing, renewable energy, and more.

PDS enhances the quality of communities and ensures the health and safety of residents by protecting natural resources and implementing the General Plan, Climate Action Plan, Multiple Species Conservation Plan and land development ordinances in the unincorporated region. WORK LOCATION

DPW and PDS are located in the LEED Certified County Operations Center, a modern 44-acre complex in the Kearny Mesa area of San Diego. This center consists of 18 structures and houses 19 departments, including an employee gym/workout center. Kearny Mesa is a located centrally with easy access from the 163 and 805 freeways, along a vibrant corridor with a variety of commercial services in walking distance.
THE POSITIONS
DEPARTMENT OF PUBLIC WORKS (DPW)

DPW has current vacancies for Land Use/Environmental Planner III in the Closed Landfills Division.
Land Use/Environmental Planner IIIs within the Closed Landfills Division will manage a closed landfill and refuse burn site's maintenance and regulatory compliance. Primary responsibilities will include contract management; regulatory reporting and compliance; asset management planning; reviewing projects for compliance with all applicable polices and regulations; coordinating with other divisions, departments, and agencies; and preparing staff reports. Additional responsibilities may include budgeting, financial forecasting, managing and executing outreach to property owners; and presenting to the executive management, planning groups, and property owner groups.

PLANNING & DEVELOPMENT SERVICES (PDS)
PDS has current vacancies for Land Use/Environmental Planner III in the Project Planning and Long Range Planning Divisions.
Land Use/Environmental Planner IIIs within the Project Planning Division will manage a caseload of privately initiated development projects, such as General Plan Amendments, Rezones, Major Use Permits, and Tentative Maps, through the entitlement process. Primary responsibilities will include reviewing projects for compliance with all applicable policies and regulations; coordinating with other divisions, departments, and agencies; managing project schedules and budgets; preparing staff reports; and presenting to the Board of Supervisors, Planning Commission, planning groups, environmental groups, and other policy-making bodies.
Land Use/Environmental Planner IIIs with the Long Range Planning Division are senior level planners that lead some of the most innovative, complex, difficult, and sensitive planning projects. A Planner III conducts research and prepares plans, reports, studies, and memos on land use, physical, social, and economic issues; and synthesizes and presents information, reports and other findings to internal and external stakeholders, advisory boards, and elected officials.
PDS Mission - Through operational excellence and attention to customer service, we strive to balance community, economic, and environmental interests to ensure the highest quality of life for the public of San Diego County.
The six-month eligible list will be used to fill current and future projected vacancies in other DPW and PDS divisions and other departments within the County of San Diego.
WORK SCHEDULE

The selected candidate(s) for PDS and DPW may be assigned a hybrid schedule consisting of teleworking or working remotely; and working at the County Operations Center in Kearny Mesa.
HIRING PROCESS AND TIMELINE
The timeline for this recruitment is outlined below.

  • Interviews, Job Offers and Background Process will be ongoing. (Current County employees may be exempt from the background process.)
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

IDEAL CANDIDATE PROFILE
  • Strong written and verbal communications skills, including proven experience in presenting to elected decision-makers, management, community groups, interest groups, and individuals.
  • Experience in managing complex discretionary projects involving multiple functional groups, departments, consultant teams, or stakeholder groups.
  • Expertise in Land Use/Environmental principles in the areas of growth management, zoning and land use and solid waste site regulation, environmental analysis, transportation, capital facilities, and urban design.
  • Experience in the California Environmental Quality Act (CEQA), and other federal, state, county, and local laws and ordinances pertaining to the environment.
  • Understanding of legal basis for planning, zoning, and land development activities.
  • Demonstrate proven professional level experience as a planner and project manager.
  • Demonstrate a high degree of motivation and willingness to learn.
  • Demonstrate a high degree of listening and observation skills, as well as displaying emotional intelligence.
  • Demonstrate a strong willingness to continually learn and grow professionally.
  • Maintain a professional perspective, objective demeanor, and flexibility when positive or difficult situations occur.
  • Experience in conducting outreach to a diverse group of stakeholders.
  • For Closed Landfills Division positions: Knowledge about closed solid waste site regulations, permits, and environmental compliance requirements.
  • For Closed Landfills Division positions: Ability to plan, organize, and coordinate multiple projects, permits applications, and complex environmental compliance programs or projects.
  • For Closed Landfills Division positions: Ability to develop and review Storm Water Pollution Prevention Plans, groundwater studies, and environmental reports.
  • For Closed Landfills Division positions: Ability to work independently, meet tight deadlines, and evaluate problems to identify solutions.
  • For Closed Landfills Division positions: Educational background, work experience, or licenses in geology, hydrogeology, engineering, and/or solid waste site management.

MINIMUM QUALIFICATIONS
  1. A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in city and regional planning, urban planning, aviation management, landscape architecture, geography, archeology, biology with a concentration in wildlife and/or botany; geology; or any one of the following life and physical sciences, geography with a concentration in conservation of environmental quality, natural resources or physical geography, ecology; zoology; engineering with an emphasis in acoustics or environmental management, environmental science or a related field, AND three (3) years of progressively responsible professional level experience performing environmental analysis, planning, research, data analysis, and computations, and preparing and presenting reports and graphics as it relates to Land Use/Environmental planning. Experience must be at the level equivalent to a Land Use/Environmental Planner II within the County of San Diego; OR,
  2. A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in one of the fields stated above, AND two (2) years of progressively responsible professional level experience as described above; OR,
  3. One (1) year of experience as a Land Use/Environmental Planner II with the County of San Diego.
NOTE: Professional level Land Use/Environmental planning experience in a public or private agency may substitute for education on a year for year basis, for up to two (2) years of the education requirement. Degree must be from a U.S. accredited college or university, or certified equivalency for foreign studies must be provided. Exception: this substitution of experience for education does not apply to the Land Use/Environmental Planner III, Airport Option.
