Job Responsibilities
This position is accountable for the proper preparation of plats, legal descriptions, and related document
procedures by in-house staff and consultants for the acquisition of rights-of-way (ROW) for district projects.
The incumbent reviews title evidence related to potential acquisitions and monitors plats preparation to
minimize delays in acquisition and meet established letting dates.

Number of Parcels: 300 - 1,000
Dollar Volume: $40M - $80M
This position reports to the Chief of Plats & Plans. Reporting to this position indirectly are one to two technical employees and ten to twenty consultant engineers on a project basis.
This position functions in widely varied land use environments, from strictly rural to highly urbanized. The incumbent advises consultants on matters relating to the preparation of ROW plans, plats, and legal descriptions. S/He works on projects at various stages of completion simultaneously, with up to 20 different consulting surveying/engineering firms. This position requires the incumbent to have knowledge and experience in the practice of land surveying and be responsible for the preparation of PLATS AND legal descriptions, by either internal staff or surveying/engineering consultants.
Typical problems encountered in this position involve the design and development of ROW plans, plats, and legal descriptions that are often complicated due to conflicting ownership and title evidence. The greatest challenge of this position is ensuring the accuracy and completeness of the plat of highway and legal descriptions so that highway improvements are constructed on land owned by the department.

The incumbent is personally accountable for: correctly interpreting legal descriptions, retracements of boundary lines, resolution of differences between title boundary lines and lines of occupation resulting from conflicting descriptions and record evidence; reviewing plans for proposed construction to ensure the ROW acquired matches the ROW shown in the plans; evaluating whether adjacent land can be combined to reduce the number of acquisitions; and resolving conflicts in legal descriptions. S/He directs and monitors the progress of ROW work, which may include determining title needs, researching ownership records and reviewing title commitments. The incumbent reviews all documents prepared under his/her direction and schedules, monitors, and directs the work of the consulting surveying/engineering firms in their preparation of ROW PLATS AND legal descriptions, in addition to and all other exhibits or documents related to land acquisition and the property management process. S/He analyzes and correlates ROW requirements, ownership and title evidence, and field survey data and determines the location of boundary lines and record land monuments. The incumbent performs occasional field surveys and staking of existing and proposed ROW. S/He exercises professional judgement using experience in evaluating title evidence and portraying and describing parcels to be acquired.
The incumbent performs duties in the field including, but not limited to, finding and setting of monuments, traversing, geospatial positioning, boundary and topographic surveying, and equipment inventory and maintenance.
The work of this position is broadly governed by Illinois and federal statutes, as well as, municipal and county ordinances. It is constrained by departmental rules and regulations. For effective performance, the incumbent must have extensive knowledge in professional surveying standards and practices and how they are affected by the changes in Illinois revised statutes.
The incumbent works closely with personnel from all district bureaus, land surveying/engineering consultants, and title companies. Interaction with local municipalities and the public may be required. State-wide and district-wide travel, and occasional overtime hours may be necessary to fulfill the duties of this position.
The effectiveness of this position is measured by the accurate completion of ROW PLATS AND legal descriptions, which permit the acquisition of ROW in accordance with established schedules, Land Acquisition Policy and Procedure Manual, professional surveying standards and practices, state statutes, and departmental rules and regulations.
Principal Accountabilities
  1. Performs complex right-of-way activities as necessary for the preparation of plats, legal descriptions and related documents necessary for the acquisition or management of right-of-way.
  2. Reviews the right-of-way documents prepared by staff and consulting surveying/engineering firms retained by the department.
  3. Ensures all title commitments required are ordered in advance to minimize delays to acquisition and reviews these for possible conflicts.
  4. Performs duties in the field including, but not limited to, the finding and setting of monuments, traversing, geospatial positioning, boundary and topographic surveying, and equipment inventory.
  5. Tracks project progress to minimize delays in acquisition. Responds to inquiries in a timely and professional manner.
  6. Performs duties in compliance with Illinois Professional Land Surveyor standards and practices, and departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  7. Performs other duties as assigned.

Qualifications
Position Requirements
  • Education/Experience
    • Current registration as a licensed Professional Land Surveyor in Illinois PLUS four years of experience in the practice of land surveying
  • Valid driver's license
  • District-wide travel and occasional overtime

Position Desirables
  • Working knowledge of the principles/standards and practices of land surveying and the operation of surveying equipment
  • Working knowledge and ability to prepare PLATS AND PLANS and read legal descriptions specifically for ROW
  • Working knowledge of mathematics and survey computations applicable to job duties in addition to survey computer programs and software such as Computer Aided Design and Drafting (CADD) workstation, Geographic Information Systems and Global Positioning Systems
  • Ability to perform third or higher order survey work and to make technical computations and estimates
