Summary
This position is located in the Geomatics (TERG) organization within Real Property Services (TER), Engineering & Technical Services (TE), Transmission Services (T).
A successful candidate will serve as a Field Land Surveyor within the Geomatics to provide surveying and mapping services for various BPA missions and programs. The incumbent will manage and perform surveying work for multiple projects throughout BPA's 7-state service territory.

Duties
As a Land Surveyor You Will:
  • Provide professional guidance regarding boundaries, titles and legal descriptions to subordinates, real property services staff and other interested parties within the agency.
  • Act as government agent in resolving disputes relating to boundary problems, trespass or damage claims between contractors, landowners or other entities. Acts as a BPA Surveying and Mapping liaison with federal, state and local agencies in regard to survey requirements and procedures.
  • Review and certify legal descriptions for the acquisition of real property rights for BPA projects.
  • Develop and implement the use of advanced surveying and mapping technologies and methodologies that enable the seamless production of field to finish mapping products, including geographic information systems.
  • Provide professional expertise and facilitates the flow of geospatial information from Surveying and Mapping to other organizations, internal and external to BPA.
  • Oversee and manage the production of surveying and mapping data utilizing advanced technologies including Bentley MicroStation, Trimble Business Center and ESRI ArcMap.
  • Use knowledge of geodesy and Global Navigation Satellite Systems (GNSS) to perform and review complex geodetic computations using state plane coordinate systems.
  • Perform and review terrestrial survey computations for determining relational locations and areas of any and all elements used in the design, acquisition and mapping of high voltage transmission lines and facilities.
  • Evaluate and certify work by contract and BPA staff to ensure compliance, not only with project objectives and requirements established by BPA, but with state statutes, county regulations and court decisions.
  • Prepare specifications and guidelines for a variety of surveying and mapping contracts according to specific project requirements, and develops cost estimates based on appropriate research of the project and knowledge of required effort.
  • Field Surveyor positions will be utilizing Trimble surveying equipment for GPS and Terrestrial field surveys. The data will then be processed using Trimble Business Center processing software before going to the drafting support to finalize the task.
  • Field Surveyor positions will be working in the field with other internal employees, contracting staff and/or solo depending on the task and urgency.
  • Field Surveyor positions will be utilizing MicroStation InRoads to review CAD drawings from internal and contractors to QA/QC before delivering to customers.
  • Field Surveyor positions could be asked to travel and work over weekends on occasion to support Construction Surveys or to be most efficient on great distant travel projects, see note below.
  • Field Surveyor positions often involve moderate risks or discomforts that require special safety precautions, such as varied weather conditions, and/or climbing or walking on slippery or uneven surfaces in a variety of different environments. Personal protective equipment may be required for some project areas. In addition, assignments may include work in proximity to heavy equipment, highway traffic, or energized high voltage facilities.

NOTE: 1 position will be selected for the Land Surveyor - Mapping group and 2 positions for the Field - Surveying group of the Geomatics (TERG) organization. If you are selected for the Mapping group occasional travel may be required for this position. If you are selected for the Field - Surveying group you will be required to travel on a commercial or BPA aircraft, government or private vehicle, or in approved watercraft. Travel may be for the day, overnight, or extended overnight. Up to 75% travel is required for this position.

  • Requires a Professional Land Surveyor license from a State, territory, or the District of Columbia obtained by written examination.

Qualifications
Basic Requirements:
Degree:
Land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.

The basic requirements for this series may be fully satisfied by a current registration as a Land Surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to the meeting the basic requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience.
Specialized Experience Requirements: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as: using advanced knowledge to carry out the planning, direction and performance of land surveying, mapping technologies and methodologies to provide seamless production of field to finish mapping products, including geographic information systems for implementation.
There is no substitution of education for experience at the GS-12 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
