Job description


The City of Raleigh Parks, Recreation and Cultural Resources Department is seeking an individual to join the Outdoor Recreation Programs Team as the Lake Wheeler Park Assistant Manager. This position is directly responsible for planning, coordinating, and overseeing programming and special events at Lake Wheeler Park the City of Raleigh. Lake Wheeler Park delivers programs and events in the following ways:
  • Serve as the host site for multiple collegiate women's rowing events including the Atlantic Coast Conference Championship
  • Land and water-based programming delivered onsite at Lake Wheeler
  • Scheduling and coordination use of rowing course at Lake Wheeler
  • Internal support programming delivered to summer camps and other internal programs

This role collaborates with staff across the Outdoor Recreation Program, as well as with other teams throughout the Parks, Recreation, and Cultural Resources Department to further the mission of the department.
Work Location:
This position's office is in Lake Wheeler Park in Raleigh, NC and may require travel between program site locations to support the operational, and administrative needs of the park, the Outdoor Recreation Program, and the Parks, Recreation, and Cultural Resources Department as a whole.

The Outdoor Recreation Program Team is devoted to connecting people to the natural environment through interactive firsthand experiences. Our programs, services, and park facilities are designed to assist the balance of our participant's physical, mental, and social needs through the use of the outdoor environment. The Outdoor Recreation Program Team is comprised of the three largest parks in the City of Raleigh inventory, 8 full time staff, and over 50 part time staff and instructors.   • Oversees the provision of outdoor recreation programming at Lake Wheeler Park to external and internal customers
  • Develops and regularly updates a variety of programs
  • Hires, trains, supervises, and schedules part-time staff, interns, and volunteers in collaboration with the Program Manager
  • Schedules and processes group reservations for rowing course, manage invoices and payments, and supports the Park Manager in the development and management of budgets
  • Teaches programs as needed
  • Educates the public on regulations and standards of conduct, observing necessary precautions to ensure safety of all program participants and rendering first aid in cases of minor injury
  • Assists with the planning and coordination of emergency response efforts and risk management, and will additionally assist the City as needed in clean-up and repair during inclement weather situations
Education and Experience:
Bachelor's degree in Parks and Recreation or directly related field, such as environmental education and interpretation, and up to one year of related experience may be preferred
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 30 days of hire
  • CPR/First Aid certification, or the ability to obtain within 60 days of hire
Preferred Qualifications:
  • Two or more years of experience in supervision of employees
  • Five or more years of experience developing, delivering, and evaluating programs and or special events
  • Experience working with diverse populations
  • Experience competing in, or coaching rowing (Crew)
  • Current ACA Level 1 certification or higher in one of the following: Kayaking, or Stand Up Paddle Boarding
  • Park and Recreation Professional Certification
Knowledge, Skills, and Abilities:
  • Effective public and internal communication skills, which will be vital to all aspects of this position
  • Tracking progress and maintaining efficient and accurate records while multi-tasking under deadlines
  • Working both independently and as part of a team with attention to detail, planning, prioritization, and organization
  • Database, spreadsheet, and word processing software
  • Best practices in environmental stewardship in both Outdoor Recreation activities
  • Supervisory principles, practices, and techniques
  • Instructional methods and techniques
  • Gathering data, analyzing findings, and articulating issues and recommendations
  • Coordinating deadlines and prioritizing competing demands
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, special user groups, the general public, and others to sufficiently exchange or convey information and to receive work direction
