This position performs as the first-line supervisor in a structured organization and has the responsibility of directing other professional staff and technical employees in the HIV, Molecular, Rabies and Viral Isolation Unit. This position requires a thorough knowledge of methods and techniques used in high complexity clinical laboratories and requires writing procedures and guidelines, the analysis of data, and the improvement of the diagnostic test procedures and institution of new methods. The employee performs functions such as approving leave, performing service ratings, communicating with internal and external partners, overseeing competency and proficiency testing for the units, counseling employees, participating in employee grievance procedures and the hiring and training of personnel. In addition, it is the responsibility of this position to report at division and bureau-wide meetings, overseeing purchasing and testing schedules and representing in the Section Manager’s absence. Laboratory operations must be in compliance with the Bureau of Laboratories Quality Assurance program, the clinical laboratory improvement act CLIA of 1988, the College of Pathologists (CAP), and the Bureau Health and Safety program. This unit also provides laboratory support services to the national Laboratory Response Network for a variety of high consequence viral pathogens and requires oversight of testing within BSL-2 and BSL-3 environments.

Required Education and Experience

Education
Possession of a bachelor's degree in chemistry, biochemistry, forensic science, biology, microbiology, or a related pure or applied science.

Experience
Five years of experience equivalent to a Laboratory Scientist or Microbiologist, including three years equivalent to a Laboratory Scientist P11 or Microbiologist P11, two years equivalent to a Laboratory Scientist 12 or Microbiologist 12, or one year equivalent to a Laboratory Scientist Specialist 13, Microbiologist Specialist 13, or Laboratory Scientist Manager 13.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions. 
 
Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child. 
 
Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
