About KPCA:

The Kentucky Primary Care Association was founded in 1976 as a not-for-profit 501(c)(3) corporation of community health centers, rural health clinics, primary care centers, and all other organizations and individuals concerned about access to health care services for the state’s underserved rural and urban populations.

KPCA is charged with promoting the mutual interests of our members, with a mission to promote access to comprehensive, community-oriented primary health care services for the underserved.

Association members are providers of primary care – first contact, broadly trained physicians, physician assistants, nurse practitioners, behavioral health providers, dental providers, pharmacists, and other professionals delivering whole-person health care.

We support the development of primary care services throughout the Commonwealth by working with federal, state, and local legislators, regulatory agencies, health policy organizations, foundations, and payers to build a stronger primary care system in Kentucky.

About Role:

As a kynector Consultant, you will report to the assigned kynector Program Regional Manager with a dotted line to the Director, Community Engagement and Outreach. This position will support the KPCA Staff (and occasionally may coordinate with member clinic outreach teams) with aiding Kentuckians to apply for, and retain, consumer assistance benefits, including Medicaid insurance, Kentucky Children’s Health Insurance Program (KCHIP), and explaining options for purchasing health benefit plans through the state health benefit exchange with payment assistance when applicable. You may also conduct public education activities to raise awareness about kynect. The kynectorConsultant will provide insights and support to all internal KPCA employees and stakeholders.

The KPCA will employ the kynectorConsultant as an at-will employee.

Essential duties and responsibilities include, but are not limited to:

● Answering phone and email requests for help with enrollment assistance.

● Explaining to individuals and families the benefits of having consumer assistance benefits, including healthcare coverage.

● Explaining to individuals and families the processes and steps of applying for health care insurance.

● Assisting individuals and families in gathering the required information for application and retention of consumer assistance program benefits.

● Engaging in enrollment follow up, as needed, to ensure assistance is given to individuals and families to complete consumer assistance or health care insurance enrollment.

● Providing individuals with referrals to health insurance, consumer assistance programs, or other resources as needed.

● Meeting with individuals or families, by phone and/or in person, to determine their eligibility for Medicaid insurance benefits or premium discounts and cost sharing for health plans purchased through the state health benefit exchange.

● Staying informed of changes in the application and retention process for consumer assistance programs, including healthcare insurance.

● Creating reports and maintaining records related to enrollment and outreach activities.

● Coordinating efforts and attending regular meetings with other kynectors and organizations as needed.

● Identifying patients with (LEP) Limited English Proficiency and/or other communication barriers and using appropriate interpretive services.

● May include engaging and educating individuals and families in the community at events such as health fairs, homeless shelters, churches, community centers, social service organizations, and other locations where people in need of consumer assistance benefits may gather or reside.

● Performing related additional tasks as required and assigned.

Qualifications:

● High school diploma or equivalent required, Bachelor's Degree preferred.

● Preferred background in Medicaid, healthcare insurance, and helping professions, especially those with experience with the Kentucky Online Gateway, kynect, Medicaid, DCBS, or are (or have previously been) certified as a kynector or Certified Application Counselor (CAC).

● Stand, walk, twist, bend, sit for extended periods, enter data into a computer.

● Flexibility to work 40+ hours weekly (Monday – Friday), available to work weekends - as required.
