Overview
Classification Range: $5,373.33 - $15,084.00 per month
Starting salary upon appointment is not expected to exceed $9,666.67 per month.
Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.
KPBS serves the greater San Diego community with informative, cultural, entertaining and educational television, radio, and web programming. KPBS TV/FM is the public television and radio station for San Diego. Licensed to San Diego State University, KPBS supports and furthers the university's educational and community service mission by informing, enlightening and empowering its audience. It does so not only by presenting national and locally produced programming of value to its San Diego audience, but also by producing programming about San Diego and its people for distribution nationwide.
Under the direction of the Chief of Staff, the KPBS Director of People and Culture will play a central role in supporting the management and staff toward building a nationally recognized media organization, ensuring employee engagement and development as KPBS team members, and attracting and training the right talent to execute our mission and maintain KPBS' national leadership role within the public media community.
Additionally, this individual will serve as a resource for KPBS employees, providing expertise and guidance with regard to human resources, labor relations, learning and development and ongoing employee functional training to ensure the staff is prepared to perform at the highest level utilizing the systems, policies and procedures specific to KPBS, SDSU Research Foundation (SDSURF) and San Diego State University (SDSU).
As a member of the Leadership Team, the KPBS Director of People and Culture will also serve as the liaison between KPBS and SDSURF HR, working closely with designated SDSURF HR personnel on any employee actions related to hiring, compensation changes, investigations, terminations and labor grievances. The SDSURF Chief Human Resources Officer or designee has final approval on all employment related matters for SDSURF employees including KPBS employees.

Responsibilities

The KPBS Director of People and Culture is responsible for but not limited to:
Leadership & Administration 40%
  • Lead and conduct the administration of human resources efforts and work for KPBS in partnership with SDSU and SDSURF related to compensation, benefits, leaves, performance, disciplinary matters, disputes, investigations, etc.
  • Partner with SDSU and SDSURF to develop practices, processes, and procedures that contribute to the continual improvement of KPBS human resources functions
  • Develop, lead, and implement organizational strategies to improve staff satisfaction and engagement, support employee recognition and morale and encourage training and professional development opportunities
  • Collaborate with Management Council to understand, develop, and implement organizational goals and strategies for recruitment, staffing, and retention
  • Develop and implement data-informed strategies to support access, engagement, and retention
  • Collaborate with Leadership Team to understand department-level needs and develop strategies to support departmental human resources efforts
  • Serve as a coach and counselor to management in developing and addressing concerns, staff morale, employee retention, engagement, wellness initiatives, etc.
  • Supervise the People & Culture Specialist
  • Provide support and strategic guidance for organizational and departmental professional development and training efforts
  • Be a thought partner for the People & Culture Specialist in the development and implementation of comprehensive training and development workshops, employee orientation programs, onboarding procedures, and succession planning.
  • Promote the enhancement of individual and team performance and effectiveness, engagement, professional development and growth, including identification and implementation of best practices
  • Partner with the KPBS Director of Diversity, Equity, and Inclusion to support organizational and departmental efforts, develop and offer trainings, and engage staff in ways that support organizational culture, morale, and belonging
  • Encourage and support a diverse and inclusive environment that promotes a sense of belonging for all employees.
  • Identify ways to engage and increase sense of belonging throughout the organization
  • Identify opportunities and implement strategies to facilitate recruitment and expand outreach efforts to ensure diverse and inclusive candidate pools and access to KPBS positions
  • Provide guidance on staffing trends, needs, and salaries for annual budget process and throughout the year
  • Monitor and share industry trends relating to staffing, employee engagement, and organizational culture and associated costs and budgets
  • Responsible for the management of the KPBS Human Resources budget
  • Work with budget committee to maintain and adjust budget, develop projections, and position management
  • Participate in staff committees and serve as a leader in maintaining positive staff morale through engagement activities
  • Keep abreast of HR trends and best practices by offering innovative solutions to improve the people management and HR functions

Performance Management and Compliance 20%
  • Lead organizational efforts for the performance review process by collaborating with Management Council and Leadership Team and partnering with SDSURF to provide feedback, guidance, and support with planning, goal setting, etc.
  • Coordinate with management in establishing actionable performance goals for employees and advise on performance discussions to contribute to a culture of two-way feedback
  • Ensure all performance reviews are completed in an appropriate and timely manner
  • Participate in industry-specific salary surveys and prepare station specific salary studies recommending salary adjustments as supported by market-based data or internal equities. Submit recommendations to SDSURF for approval and review
  • Track market and industry trends and internal and campus trends to provide clarity and support for salary decisions
  • Advise management on the impact of reorganization considerations on job families or individual jobs as it may relate to incumbent or title changes
  • Prepare salary recommendations in collaboration with the hiring manager, SDSURF, and KPBS Chief Financial Officer and finance team
  • Provide human resources policy guidance and interpretation
  • Ensure KPBS managers and supervisors are in compliance with CSU, SDSU, SDSURF, state, and federal policies, statutes, and laws
  • Coordinate with SDSURF on employee leaves and work restrictions to ensure compliance
  • Ensure legal compliance with FCC and provide clear and effective consultation to management on employment law
  • Work with SDSURF EEO Officer to ensure compliance of OFCCP and Affirmative Action regulations at KPBS
  • Collaborate with SDSURF to manage legal counsel and external claims
  • Investigate and respond to requests from regulatory agencies (FCC, CPB etc.) in a timely manner. Submit findings and responses to SDSURF for review and approval before final submission

Employee and Labor Relations 20%
  • Collaborate with Management Council, Leadership Team, SDSU, and SDSURF to provide guidance and support for employee and labor relations practices, processes, and issues
  • Serve as a key member of the labor negotiations team
  • Identify and develop innovative approaches to problem resolution that align with applicable laws, collective bargaining agreements, company policies, and precedence
  • Lead and coordinate with SDSURF regarding the corrective action process, assist with developing performance improvement plans, and disciplinary action solutions to ensure fair, consistent, and caring management. Implement plans approved in conjunction with SDSURF
  • Facilitate collaborative problem-solving strategies to resolve employee relations matters through effective leadership and communication
  • Serve as liaison with SAG-AFTRA. Collaborate with Management Council, Leadership Team, and SDSURF to build relationships and resolve concerns
  • Administer, interpret, and ensure compliance with labor agreements
  • Make recommendations on termination processes to ensure decisions are consistent with collective bargaining agreements, SDSURF policies, and applicable laws to limit potential liabilities. Partner with SDSURF for approval and implementation
  • Lead organizational efforts to conduct research and coordinate reductions in staff in conjunction with SDSURF
  • Provide assistance and support in identifying, developing and implementing training for KPBS management on employee and labor relations, collective bargaining agreements, etc.
  • Submit required documentation and approvals to SDSURF for union-related payouts e.g. pay increases, personal hour payout, anniversary pay, etc.
  • Administer and conduct internal investigations and provide input and support for external investigations. Partner with SDSU and SDSURF on employee investigations.
  • Collaborate and support research related to grievances, union disciplinary actions, unfair labor practice claims, arbitration, and lawsuits.

Employment Liaison & Partnership 15%
  • Initiate and submit documents related to staff recruitment and appointments for SDSU and SDSURF
  • Oversee job postings in SDSURF's Applicant Tracking System for all KPBS open positions, appointments, recruitments, freelancers, etc.
  • Liaise and build relationships with SDSU and SDSURF Human Resources and other internal campus stakeholders as well as external organizations and communities
  • Serve on SDSU HR Campus Committee and represent KPBS' interests with SDSU HR
  • Provide preliminary recommendations for relocation agreements and submit documents to SDSURF HR for approval
  • Create commission agreements in conjunction with KPBS management and submit to SDSURF HR
  • Process paperwork for premium pay sheets
  • In consultation with KPBS leadership, facilitate recruitment activities by assisting managers with the creation of job descriptions, interview questions, and advertising. Submit final documents to SDSURF HR for review and approval
  • Contact applicants with the preliminary offer of employment once terms of offer are approved by SDSURF HR and KPBS CFO and finance team
  • As the KPBS liaison with SDSU HR and SDSURF HR, provide assistance and guidance to managers and staff related to recruitment, retention, employer and employee relations, including interpretation of applicable collective bargaining agreement provisions, performance evaluation processes, grievance handling and other personnel matters and processes
  • Disseminate information from SDSU HR and SDSURF HR to KPBS managers and staff regarding personnel policies. Coordinate paperwork requirements related to personnel including new hires, evaluation, classification review reassignments, and terminations
  • Ensure conformity with CSU, SDSU, SDSURF policies and procedures as well as state and federal laws
  • Stay abreast of trends and changes at CSU, SDSU, and SDSURF in areas of HR and labor relations in order to best guide KPBS in affected areas

Other Duties and Responsibilities as Assigned 5%
  • Actively promote KPBS in the wider community
  • Act as a role model for continuous learning by showing an interest and curiosity in new ideas and opportunities.
  • Flexibility to attend and host events that occur on nights and weekends

Qualifications
Minimum Education
  • Bachelor's degree in relevant field or additional experience may be substituted for the required education on a year for year basis

Minimum Experience
  • Six years of related experience in a management or supervisory capacity
  • Six years of related experience working with unions, or in human resources or talent management

Specialized Skills:
  • Proven ability to work across a complex organization and interact and partner with various levels of management, staff, and external constituents.
  • Proven experience in leadership, management and engagement of talent in a changing complex environment.
  • Strong ability to handle sensitive and confidential matters with discretion, ability to use independent judgment and manage and impart information to a range of clientele.
