Job Title: Intake Officer
Department: Juvenile Detention Center

Job Code: 8 Reports To: JDC Manager

FLSA Status: Non-Exempt Supervises: N/A

Job Purpose: Responsible for the daily booking and release of youth at the Juvenile Detention Center and the processing of delinquency paperwork.

Minimum Position Requirements:

Education/Training: Associate Degree in corrections, criminal justice, social services, or a closely related field required; or any combination of education and experience that provides equivalent knowledge, skills and abilities.
Bachelor Degree preferred.

Experience/Knowledge/Background: At least one (1) year relevant work experience required; two (2) plus years preferred, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Experience in Court or Juvenile Justice Systems is highly desirable.

Skills: Must possess advanced computer/keyboarding skills. Must be able to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Strong written and verbal communication skills are a must.

Appearance/Personality: Courtesy and a professional business demeanor and presentation are essential. Due to the personally sensitive nature of information in this area, confidentiality is essential. Must have the ability to work well with a diverse group of people. Must be able to use awareness of cultural values and biases to work effectively with people of diverse cultural backgrounds.

Special Requirements: Must be a minimum of twenty-one (21) years of age; have a valid driver’s license; and submit to a pre-employment screening (which may include a physical exam, psychological exam, TB screen or drug screen) criminal record check and in-depth reference check. In this position there is a high probability of experiencing situations that involve an elevated stress level while dealing with violent or uncooperative youth.

Essential Job Functions:

  • Books and admits youth into the Juvenile Detention Center; searches youth for contraband; gathers information; notifies Detention Staff of special circumstances; notifies parents/guardians of status of youth being detained.
  • Conducts Risk Assessment Instrument and makes admission decisions accordingly.
  • Verifies identity of youth upon booking, admission and release.
  • Verifies identity of parent/custodian/guardian for visitation purposes and release procedures.
  • Secures valuable items brought into the Juvenile Detention Center by any youth and maintains chain of custody and valuable property paperwork as required.
  • Accurately and efficiently enters data into the Detention Information System and Juvenile Information System.
  • Collects fingerprints and DNA as required by law.
  • Updates photographs for all admitted youth.
  • Maintains safety of youth in holding cells, uses verbal de-escalation and pro-social behavior management interventions.
  • Exchanges information with on-coming and departing shifts.
  • Prepares delinquency paperwork for Court.
  • Schedules timely hearings for youth.
  • Issues accurate and complete notices for youth to return to Court.
  • Processes youth for release from the Juvenile Detention Center.
  • Prepares for visitation with youth housed in the Juvenile Detention Center.
  • Refers youth to Detention Alternatives.
  • Assists Community Detention Staff with monitoring checks as needed.
  • Alerts Juvenile Detention Center Staff, Supervisor and Administration of any crisis immediately.
  • Maintains a professional relationship with law enforcement, Children Services and other community agency personnel.
  • Follows policy that complies with the Office of Juvenile Justice and Delinquency Prevention Act, Prison Rape

Elimination Act, the Ohio Revised Code and other applicable laws.

  • May be required to work on a unit in the Juvenile Detention Center.
  • Assists Assessment Center staff with processing youth when necessary, and any other tasks as directed.
  • Prepares and maintains daily logs, reports, filing, etc.
  • Completes incident reports according to department policy.
  • Maintains files and filing systems.
  • Answers telephones and greets visitors, providing information and assistance while identifying oneself in a pleasant and positive manner. Directs calls appropriately and/or takes and delivers accurate messages while taking responsibility for helping the caller.
  • Responds to alarms.
  • Arranges for transportation of youth as necessary.
  • Provides building security for the Juvenile Justice Center through electronically monitoring all public access areas, all staff areas and all juvenile access areas.
  • Monitors security of premises.
  • Assists in any facility operational duties as needed.

Other Job Duties and Responsibilities:

  • May be required to provide assistance to other staff in a crisis situation.
  • May be required to work irregular hours, including expanded and rotating shifts for 24-hour coverage.
  • Attend mandatory staff meetings and training as assigned.
  • All other duties as assigned.

Computer Skills:

  • Requires the ability to understand and utilize the Detention Information System and Automated Security System.
  • Must have knowledge of Windows environment, word processing software and email.
  • Spreadsheet knowledge preferred.

Language Skills:

  • Requires the ability to read, write and present information both verbally and in writing on individual and group basis.
  • Must write legibly.

Mathematical Skills:

  • Requires the ability to perform basic arithmetic, including the ability to calculate percentages and decimals.

Reasoning Ability:

  • Requires the ability to exercise sound judgment, make informed decisions, apply common sense, carryout instructions and independently problem solve situations that arise and require immediate resolution.

Physical Demands:

  • Ability to walk (to include up and down multiple flights of stairs), stoop, bend, use hands, move objects, reach, push and pull on a regular basis.
  • Ability to talk, hear and see both with distance vision and ability to focus on juveniles being supervised.
  • Must be able to restrain and subdue a violent or uncooperative juvenile when required and assist others in doing so.
  • Tasks may involve extended periods of time at a keyboard or workstation.

Work Environment:

  • Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, communicable diseases or pathogenic substances.
