Wake County is hiring for a new Juvenile Crime Prevention Program Manager. This position serves as Wake County’s liaison between the Juvenile Crime Prevention Council (JCPC), Department of Public Safety (DPS), and the DPS Division of Juvenile Justice. The JCP Program Manager provides leadership, guidance, technical support, and oversight for community-wide juvenile justice planning, community program implementation, policy and procedural consultation, and program evaluation to the Juvenile Crime Prevention Council, Wake County, and JCPC-funded community programs.
Under general direction of JCPC council, this position leads a collaborative effort to maximize community awareness of juvenile justice issues, foster partnerships among JCP funded and non-funded programs, analyze service availability data within the county, and effectively monitor the quality of services provided by JCPC funded programs. The JCP Program Manager also oversees financial budgetary, and administrative responsibilities including Request for Proposal (RFP) issuing, awarding, and contracting; contract monitoring, invoicing, and reimbursements; and distributing monthly, quarterly, and annual meeting scheduling, minutes, and reporting.
Our ideal candidate is a self-starter with a deep understanding of the juvenile justice landscape. The successful candidate should have experience in juvenile program management, demonstrated understanding of the variety and differences in available Juvenile Crime Prevention interventions, and experience in grant, RFP, and contract management. Our successful candidate should have experience navigating, interpreting, and consulting on complex Juvenile Crime Prevention rules and regulations; maintain a high level of professionalism and tact; proactively research, identify, and leverage resources to independently problem solve; and successfully engage and influence community partners to achieve shared objectives in Juvenile Crime Prevention.
About Our Team
This position reports to the Deputy County Manager within the County Manager’s Office. The County Manager leads all County departments and agencies that function under the policies of the Board of Commissioners. The County Manager also maintains effective relationships with separately elected and appointed officials and agencies. The County Manager’s staff carries out the Board’s policies, goals and objectives and provides the Board with annual financial and capital budgets to support all county operations. This position serves under general direction of the Juvenile Crime Prevention Council (JCPC) which galvanizes community leaders, locally and statewide, to reduce and prevent Juvenile Crime. JCPC board members are appointed by the county Board of Commissioners and meet monthly in each county. The meetings are open to the public, and all business is considered public information. DJJDP allocates approximately $28 million to these councils annually. Funding is used to subsidize local programs and services.
The Basics (Required Education and Experience)
Bachelor’s degree in Criminal Justice, Social Work, Public Administration, or a related field. Equivalent education and experience are accepted.
Three years of program management experience in juvenile programs/services, or other justice-related programs/services.
Three years of fiscal and contract management experience.
Beyond the Basics (Preferred Education and Experience)
Experience issuing and managing requests for proposal (RFPs).
Experience serving on council or managing a JCPC funded program.
Experience in local or state government.
Knowledge of the Department of Public Safety and juvenile justice policies and procedures.
How Will We Know You're 'The One'?
Working knowledge of the principles and practices of public administration, dynamics of juvenile delinquency, juvenile court program, juvenile laws, regulations, and guidelines which govern the program.
Demonstrated ability to deliver compelling presentations and effectively advocate for Juvenile Crime Prevention initiatives to diverse audiences (e.g., JCPC, County Board, community groups, youth and their families).
Established network and knowledge of contacts within juvenile justice agencies and community-based organizations.
Ability to interpret data, policies and procedures and make recommendations related to management, operational issues, and resource deployment to optimize resource allocation and program effectiveness.
Exceptional communication skills, adept at delivering clear and concise presentations, fostering collaboration among diverse stakeholders, and effectively advocating for Juvenile Crime Prevention initiatives.
Proficiency in a variety of technology and applications, including data analysis software, project management tools, and communication platforms.
