Junior Data Engineer (ITDME/ETS)

This position is a junior member of an enterprise data delivery team that includes journey and senior level engineers as well as business analysts. This Agile team develops HCA's Enterprise Data Platform through routine use of AWS APIs, SQL, Python, Git, Jira, and Snowflake, among other cloud-based data warehousing tools. This junior engineer will have the opportunity to develop their skills through work with more seasoned engineers, including regularly implementing new technologies in a continuous learning environment.

About the division:
Within HCA, Enterprise Technology Services (ETS) is responsible for the Agency's Enterprise Data program, data governance support, and information management functions. Within ETS, the Office of Enterprise Data Delivery (EDD) has the responsibility for the development and operation of an enterprise-wide data infrastructure, ensuring quality data, enabling analytics, and supporting reporting processes. The agency's enterprise data analytics infrastructure, also known as the Enterprise Data Platform (EDP), is multiple, mission critical systems that operate together as the core of HCA's data and analytics suite. The EDP is built within Amazon Web Services (AWS), and includes a Data Lake, Enterprise Data Warehouse, Extract Transform Load (ETL) tools, Big Data Sandbox, Enterprise Data Visualization Tools, and Metadata Management Tools. The entire platform is built and defined as code, allowing for rapid prototyping and experimentation, and EDD develops using the Agile methodology to support this flexibility and rapid delivery of value. Accurate and timely data and reporting/analysis are a critical strategic goal for HCA, and the outcomes produced by EDD are essential to HCA's overall operations and materially affect accountability for agency performance measures/outcomes.

About the position:
This position serves as a junior developer on the engineering team that develops and maintains the agency's Enterprise Data Platform, including the Enterprise Data Warehouse and Data Lake. Responsibilities consist of exploratory analysis of data to help inform modeling and data transformation decisions, minor enhancements or corrections to transformation logic, functional testing, and basic scripting to automate tasks. This position will make regular use of SQL, Python, AWS APls, and command line interfaces to perform their work. This position will assist in the deployment of data solutions across multiple Amazon Web Services (AWS) accounts with microservices and APls, which allows HCA to build and deploy our infrastructure from code in an automated, repeatable fashion.
This position will require an individual who is curious and independently capable of researching problems and their solutions. While the incumbent will receive regular input and guidance from their supervisor and senior colleagues, they must be able to move between tasks independently. This is a growth-oriented position, and the incumbent is expected to continuously improve their skillsets and learn from their teammates.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
Assist in development tasks for a highly complex, enterprise-wide business intelligence and custom Extract, Transform, and Load (ETL) solutions using enterprise tools with large data sets that effectively convey information to internal and external customers.
  • As part of a formal Agile Scrum team, partner and engage with team members daily.
  • Along with the Agile team, incrementally develop data product solutions or enhancements, engaging with product owners and subject matter experts to identify changes in requirements.
  • Modify and enhance existing ETL workflows.
  • Utilize ETL tools to modify procedures, ensuring data integrity and proper data transformations to load data from source systems into target data structures in data warehouse.
  • Perform data cleansing, data conversion, and import and export of data within and between internal and external software systems.
  • Work with the business users to develop the business and functional requirements for technology solutions and translate high-level business requirements into detailed specifications.
Assist in development tasks for highly complex, enterprise-wide applications, automation of infrastructure, automated data pipelines and data transfers, and programmatically interfacing with AWS tools and services.
  • Utilize Python and AWS API (boto3) to automate AWS activities.
  • Modify medium-scale application components with re-usable Python, Shell, and SQL.
  • Participate in code peer review.
  • Basic API interaction/programming.
Engage in professional development and expand technical skillset to stay current with new technology.
  • Continuously improve knowledge in data modeling, data warehousing and business intelligence principles, practices, and methods to effectively perform job functions.
  • Attend webinars, forums and seminars related to data management, scripting and automation trends, and relevant cloud tools/services as schedule and coverage allows.

Required qualifications:
Qualifying candidates will meet oneof the following criteria options:
  • Option 1:
    • Bachelor's degree which included formal training and use of programming, scripting, or data analysis.
  • Option 2:
    • Associate's degree OR equivalent two years of vocational training in a technical field AND
    • One year of IT, programming, database administration, or analytic experience with databases.
  • Option 3:
    • Three years of progressively more responsible IT programming, database administration, or analytic experience with databases.
Qualifying candidates will also meet allof the following criteria:
  • A minimum of one (1) year of experience writing data querying code and performance tuning.
  • Intermediate knowledge of SQL.
  • A minimum of one (1) year of experience with object-oriented programming and scripting language design, development, integration, and deployment.
  • Experience with programming languages such as C#, Java, C++, etc. and scripting languages like Python, JSON, PowerShell, Ruby, and Unix shell scripts. Python experience is preferred.

Preferred qualifications:
  • Bachelor's degree or higher in computer science, mathematics, business analysis/intelligence, or closely related field.
  • Experience with multiple SQL dialects.
  • Familiarity with columnar databases like Snowflake.
  • Familiarity with ELT tools such as Matillion for Amazon Snowflake.
  • Experience with cloud computing platforms such as AWS.
  • Experience with designing and implementing service-oriented architectures (SOA) and web services.
  • Knowledge of source control and release management systems, preferably using Git.
  • Experience with Agile development practices.
