Junior Program Analyst – Youth Coordinator’s Office

Greenleaf is seeking a Junior Program Analyst to support the United States Agency for International Development (USAID), Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), Inclusive Development Hub (ID Hub). The ID Hub’s mandate is to promote the rights and inclusion of marginalized and under-represented populations around the world in the development process, working across various technical areas to “combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations.”


USAID’s ID Hub serves as the government's leader in promoting integrated development approaches to ensure full social participation in the development process by all involved, specifically by promoting participation from the world’s underrepresented, historically-marginalized groups. The ID Hub’s policies promote the needs and engagement of children in adversity, youth, Indigenous Peoples, persons with disabilities, and LGBTQI+ persons. USAID’s Suggested Approaches for Integrating Inclusive Development Across the Program Cycle and in Mission Operations defines Inclusive Development as “the concept that every person, regardless of identity, is instrumental in the transformation of their own societies and their inclusion throughout the development process leads to better outcomes.”

The Junior Program Analyst will be a member of the IPI-ID Hub Youth Coordinator's Office team based in Washington, DC. This is a long-term position with an immediate start date. Not eligible for remote work.

Responsibilities:
Program and Administrative Support
  • Be responsive and proactive in support of the technical and programmatic needs of the Youth Team, YouthCorps, and Missions.
  • Provide administrative and workflow management support.
  • Maintain budget and field support tracking, including technical assistance requests.
  • Provide program support for Youth-Office led and hosted trainings that include Positive Youth Development (PYD), PYD Train the Trainer (ToT), and Meaningful and Inclusive Youth Engagement (MIYE).
  • Ensure external and internal meetings and conference calls run smoothly and effectively by managing invites and conference call details, organizing meeting logistics, preparing meeting materials, preparing minutes and actions, coordinating follow-up, and booking facilities; and tracking next steps on meeting outcomes and communications.
  • Track and manage internal and external Agency taskers within the ID Hub, the IPI Bureau, and across the Agency; support internal document clearance processes with efficiency and professionalism.
  • Co-lead the Agency youth working group “YouthCorps” along with the Agency Youth Coordinator. Schedule working group sessions, liaise with presenters, and facilitate a positive culture of collaboration.
  • Prepare correspondence and documents (typing, formatting, preparing as draft and final correspondence, cables and program documents). Produce documents to a very high standard without need for re-editing prior to clearance and dissemination from office.
  • Coordinate Youth Office partnerships tracking and management systems, including managing files and providing administrative support, and serving as the primary point of contact for external partners.
  • Coordinate travel arrangements as needed, including flights, accommodation, visa applications, ground transportation, travel authorizations, and vouchers for fellow Youth Office staff.
  • Other duties as assigned.

Required Qualifications:
  • Bachelor’s degree from an accredited college or university in a relevant field (e.g., international development/relations, business administration, public administration).
  • 1-3 years of professional experience required.
  • Experience with office technology and software with high proficiency (including Microsoft Office, Google Drive, and database management).
  • Experience with project management and/or international development, administrative and financial procedures.
  • Administrative experience in processing clearances and obtaining approvals
  • U.S Citizenship and the ability to obtain a secret‐level security clearance required.

Preferred Requirements:
  • Active secret‐level security clearance.
  • Knowledge of USAID and/or US Government administrative procedures.
  • Language ability: Spanish, French, or Arabic.
