1. Services:
The Application Architect, as a key member of the MEPIC Technology Upgrade Project team, is responsible for designing and leading the development of a new system to meet the Legislative Budget Request (LBR) requirements within a three-year timeframe. The primary duties include:
- Utilizing expertise in system development, Java programming, and SQL 2019 database infrastructure to lead the system design specification.
- Designing a new system to fulfill functional and nonfunctional LBR requirements through high-level Joint Application Development (JAD) sessions.
- Ensuring clear communication and coordination between stakeholders, the MEPIC LBR Project Manager, and the project team for successful system implementation.
2. Responsibilities:
The Application Architect's responsibilities include, but are not limited to:
- Planning, organizing, integrating, and implementing system requirements, interfaces, processes, functions, and features.
- Adhering to Department Project Control Processes, Procedures, and Change Control.
- Identifying and resolving technical issues.
- Planning deployment and implementation.
- Providing technical leadership to the project team.
- Monitoring team adherence to design and ensuring on-time delivery of quality deliverables.
- Serving as a single technical point of contact for all development components.
- Transforming requirements gathered in JAD sessions into the system and application component designs.
- Developing programming architectures for code reuse and maintainability.
- Coordinating effectively with Department Information Technology Services (ITS) staff and external entities.
3. Deliverables:
The Application Architect is responsible for delivering the following:
- Documented Detailed Technical Requirements.
- Documented Design Documents.
- Contribution to the System Security Plan.
- Documented and testable application components with positive and negative test scenarios.
- Functional and straightforward system design for the upgraded MEPIC system.
- Identification of issues with recommendations for mitigation.
- Adherence to the project scope as identified by the LBR and Project Manager.
- Documented Change Logs following the Change Management Plan.
- Assistance to the Project Manager in documenting Action Items, Decisions, and optimal design.
- Delivery of an architectural solution demonstrating expert-level knowledge and understanding.
- Project execution for production implementation of the redesigned MEPIC system within the LBR timeframe.
- Contribution to the Operations & Maintenance Plan.
- Knowledge transfer to the Department ITS MEPIC Maintenance Team.
4. Mandatory Skills and Experience:
The ideal candidate must possess the following:
- Bachelor’s Degree in Computer Science, Business Administration, or related IT fields.
- Minimum of 7 years of experience designing successful, large-scale IT projects.
- Structured analysis of business processes.
- Programming and implementing related to a newly developed MEPIC system.
- Experience designing large IT systems through all phases of the software development lifecycle.
- Excellent oral and written communication skills.
- Collaboration and communication skills with stakeholders and project teams.
- Ability to communicate technical design in non-technical terms.
- Experience with transforming system requirements to design specifications.
- Effective leadership skills in a multi-vendor project team.
- Technical understanding of data conversion projects.
- Experience designing and programming in J2EE/Java, JBoss, JSP, JDBC, MS-SQL 2019, JSF, Web Services, PL/SQL, HTML, XML, and Angular.
5. Preferred Knowledge Skills and Abilities:
- Experience in Government, Law Enforcement, or Public Safety IT projects.
- Master’s Degree in Computer Science, Business Administration, or related IT fields.
- Equivalent Project Management work experience.
