IV&V Lead Consultant - Identity Management

Location: Remote (California preferred)

Salary: $100k-$180k depending on experience

The IV&V Consultant must be knowledgeable and practiced in all aspects of information technology system development life-cycle (SDLC) processes. The IV&V Consultant interacts with multiple technical and business stakeholders and supports the client in assuring the successful outcome of the systems development / implementation life cycle.

To be successful the candidate must have demonstrated their ability to deliver client business value as an IV&V Lead Consultant by presenting verbal and written findings, issues, risks, and recommendations to project management, technical, and business stakeholders in a professional manner through evidence driven approach using IEEE Std. 1012 as a framework.

Responsibilities:

• Participate on or lead a team in review and assessment of the methodologies, processes, plans, tasks, work products, and deliverables produced by a system integration vendor or client implementation team and provide recommendations for improving quality and maximizing business value realization.
• Communicate and collaborate effectively with project staff and customers to solve complex issues.
• Support the client management and stakeholders to plan for and address risks and issues as they occur, to ensure that the project remains on schedule and within budget.
• Develop and deliver comprehensive periodic assessment reports containing results of oversight tasks and recommendations for improvement.
• Develop and deliver anomaly reports reviewing specific processes, work products, deliverables, or other project attributes offering an assessment of their soundness, appropriateness, and ability to contribute to project success. Make specific actionable recommendations to address any anomalies or findings reported.

Must Have:

• At least five (5) years IV&V experience on large, complex software development and systems implementation projects applying Institute of Electrical and Electronic Engineers (IEEE) industry standards (i.e., 1012-2016)
• At least five (5) years’ experience analyzing technical aspects of projects (application, network, hardware and software operating platform performance) relative to expected/anticipated/contractually required results and industry standards/expectations.
• At least five (5) years’ experience in two or more of the following specializations:
  • Business requirements and business flow development and facilitation
  • System / IT infrastructure security
  • System/User test management and execution
  • System architecture design
  • Service Oriented Architecture (SOA)
  • Database design and development
  • Project management
  • State government run projects with a budget of at least $5million annually
• At least two (2) years’ experience facilitating documentation of business requirements and related business process flows.
• At least two (2) years’ experience facilitating IT projects in Identity Management such as Real-ID.
• At least two (2) years’ experience implementing or assessing projects using the Agile methodology.
• Possess a Bachelor’s degree or higher, preferably in Computer Science or other related field.

Nice to Have:

• Ability to prepare high quality formal written documentation addressing complex technical concepts for a non-technical audience.
• Strong interpersonal and written communication skills.
• Desired - Currently hold the Project Management Institute (PMI) Project Management Professional (PMP) certification (highly desirable).
• PMI ACP or CSM
