Job Title: IT Systems Manager
Department: Finance and Corporate Services

JOB SUMMARY
The Systems Manager with collaborate with the Network Administrator and IT Security Administrator to understand, design, configure and maintain the network, security, and server infrastructure. Keep up to date on the latest technology that could potentially optimize IT operations for the Town of Mount Pleasant. Assisting with ensuring the efficiency, stability, security, and accessibility of all supported devices. Assist with developing the procedures for use and support and manage the escalation of service requests and problems related to operations support. Participate in projects as requested.
ESSENTIAL JOB FUNCTIONS:
  • Will work under the supervision of the IT Operations Assistant Director (IOAD).
  • Set up and maintain user accounts in coordination with IT Security Administrator
  • Installs, configure, troubleshoot, monitors, and maintains servers physical and virtualSet up, troubleshoot, configure, optimize, and monitor cloud resources
  • Set up, configure, optimize, and monitor backups
  • Set up, configure, troubleshoot, optimize, and monitor switches, routers, and all related network resources
  • Set up, configure, troubleshoot, optimize, and monitor firewalls and VPN devices or software, in coordination with IOAD and IT Security Administrator
  • Set up, configure, troubleshoot, and monitor A/V devices and software
  • Set up, configure, troubleshoot, and monitor Office 365 resources in coordination with IT Security Administrator and IOAD
  • Answer phone calls, email, and work tickets to provide on-site and remote technical support for customers.
  • Plan and coordinate projects and time-sensitive tasks with the Help Desk Team and participates in IT projects as required.
  • Participates, in the creation of system images, remote devices updates, software updates, antivirus updates, and other related tasks
  • Coordinates and participates in the setup, installation, configuration, deployment of computers, devices, routers, switches, software on site and remotely. Occasional travel may be required.
  • Hands on experience with structured cable installation and troubleshooting, including fiber connections.
  • Solid technical background with an ability to give instructions to a non-technical audience
  • Troubleshoot and resolve assigned Help Desk tickets
  • Ability to analyze Help Desk activity data and present reports as required
  • Participate in On Call schedules as required
  • Participate in emergency operations as required
  • Performs related tasks as required

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • A bachelor's degree in computer science or related field and five (5) years of related work experience
  • Or equivalent combination of education and experience:
  • Preferred Comp TIA A +, Network +, or equivalent
  • Preferred CCNA, NS4 or network, firewall related certifications
  • Preferred Cloud administration certification
  • Preferred ITIL certification
  • Valid South Carolina Driver's License
  • Ability to pass security background for access to SLED database.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of installation, configuration, troubleshooting of PC and PC components
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Hands on experience administering Office 365 and Active Directory
  • Hands on experience configuring and troubleshooting switches, routers, firewalls
  • Skill in the use of determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Skill in the use of identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Ability to practice active listening, taking time to understand the points being made, asking questions as appropriate, and responding appropriately.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
  • Ability to generate or use different sets of rules for combining or grouping things in different ways.
