Position Summary
Why It's a Great Opportunity:
In this Limited Duration role, you will be liaising with the County's utility billing team, IT, and an external SaaS vendor to enhance, optimize, and help administer a key application that supports the County's utility billing process. Immediate efforts you will be involved in include understanding, prioritizing, and managing a list of enhancements and phase-2 project items, working with the vendor and business unit to resolve outstanding high priority tickets, and to execute on a plan to increase overall efficiencies of the program. You will join the team in an exciting, fast paced work environment, working closely with experienced IT professionals, external vendor partners, business analysts, and senior leadership to ensure Pierce County is maximizing the value of core applications.

How to be Successful in the Role:
We are looking for you as a senior IT professional who excels at research and troubleshooting, to bring your experience with scripting, coding, be comfortable with advanced configuration and complex report writing, and utilize knowledge and understanding of on-premises and cloud enterprise software deployments. You will provide strong technical support for new projects delivering transformative functionality throughout the County. You will use Atlassian Jira, Bitbucket, Tempo and Confluence to help manage your team's work. This position will require you to be self-directed and able to maneuver through roadblocks and provide recommendations to multifaceted issues.

Core Daily Responsibilities:
  • Conduct the implementation, enhancement, administration, and support for 3rd party software solutions that support critical County initiatives. Trouble-shoot problems and recommend solutions.
  • Liaison between business unit, IT, and vendor to log, track, and resolve tickets, to document and communicate business requirements, and to develop approach for addressing inefficiencies in existing processes.
  • Manage external party vendor management including contract compliance, delivery oversight, and negotiations.
  • Provide technical and project management support for delivering a set of enhancements to an existing SaaS application.
  • Define system requirements and analyze fit/gap, plan, and provide recommendations for system workflows, application integration, product implementation, and deliverables.
  • Serve as the project coordinator for major business analysis efforts functioning as liaison between business units and technology services. Consult and coordinate with departments to match user requirements with technology solutions.
  • Work with technologists, system designers, business users, external vendors, and programmers to research and determine technical and business solutions to address identified inefficiencies, enhancements, and bugs within existing SaaS solutions.
  • Work with Department Business Analysts and IT peers to coordinate and create detailed project plans and schedules including risk identification to ensure the successful integration of new systems and applications.
  • Utilize "Best Practices'', LEAN methodologies, and tools for project execution and management. Maintain system integrity by establishing change management processes and facilitating complex system changes.
  • Work cooperatively and proactively with IT peers to establish the hardware, software, security, services, and administration for the production and test environments.
  • Perform limited programming or advanced scripting.
  • Monitor and report status of project activities and resources to mitigate risk and assess business value achievement.
  • Conduct presentations and/or briefings on all aspects of the assigned project to executive management, department directors, and users.
  • Manage differing opinions in a positive manner and use good listening skills.
  • Establish and maintain effective working relationships with project staff (IT and Departments) and communicate sufficiently to exchange or convey information for project awareness.
  • Maintain regular, predictable, and punctual attendance during regularly scheduled work hours at assigned worksite.

Qualifications
Minimum Qualifications:
  • A resume and cover letter are required for this position.
  • Bachelor's degree in information technology, computer sciences, business/public administration or related field.
  • Four years of information technology or business analysis experience.
  • One year experience in a project lead role is required.
  • Positions in specific program areas may require program-related experience, education, and/or training.
  • Additional education or experience which clearly indicates the ability to perform the essential functions of the position may substitute equally on a year of year basis for the recruiting requirements.
Preferred Qualifications:
  • Ability to read/write vb.net and XML is strongly desired.
  • Experience in writing software code for web browsers, application servers, and database servers using current programming languages and frameworks such as Javascript and HTML is preferred.
  • Experience with system integration work is preferred.
  • Experience with large SaaS applications such as Infor Public Sector (Infor Hanson), Workday, OpenText Content Server is desired.
  • Experience with Microsoft Power Platform is desired.

Our benefits:
Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

During years 8-13, 20 Days
During years 14-18, 23 Days
During years 19, 24 Days

During years 21, 26 Days

A maximum of 45 days may be carried from one year into the next.
Pro-Rated for Part-Time based on % of 1.0 FTE.
Military Leave:
Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.
Holidays:
Some full-time employees are entitled to eleven paid holidays as follows:
New Year's Day - January 1
Martin Luther King, Jr's birthday - Third Monday in January
President's Day - Third Monday in February
Memorial Day - Last Monday in May
Juneteenth - June 19
Independence Day - July 4
Labor Day - First Monday in September

Personal Holidays:
Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.
Furlough:
Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.
Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.
Insurance Benefits:
Employees and families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with very affordable monthly premiums that offer coverage throughout Pierce County. Employees are eligible to enroll each year in a flexible spending plan, which enables them to use tax-deferred dollars toward their health care and dependent care expenses. Employees also have the opportunity to participate in supplemental life and long term disability insurance plans. Retirement and Deferred Compensation:
Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. For additional information, check out the web site.
Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security:
All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
