The Division of Management Services is currently recruiting to fill an IT Programmer/Analyst (IS Systems Development Services Senior) position. This position will be located at our central office at 3099 E. Washington Ave., Madison, WI. This is a re-announcement. If you applied previously, you do not need to reapply.
Note: This position will be able to work 100% remotely but may be in the office as needed (first day will be in office to retrieve mobile equipment).

Position Summary
This position performs analysis, design, and development in supporting our offender applications for the DOC and works with department personnel of all levels to identify system requirements, plan, and design, develop, integrate and extend in-house and vendor software applications to meet business needs. This position will perform work in a variety of technical environments including cloud/web-based technologies, Oracle, SQL server, client-server, on-line and/or batch processing. This position will work as a member of Integration EMR development team under direction of a project manager and/or technical lead as needed. This position has a strong focus on DOC's Electronic Medical Records (EMR) system specifically in the area of integration and MPage development framework. Duties also include development, maintenance and support of integration development for reusable APIs (application programming interface).
Salary Information
The starting pay is between $62,400 and $89,024 per year depending on qualifications, plus excellent benefits. Pay on appointment for current state employees may vary according to the applicable pay transaction provisions of the compensation plan and Wisconsin Administrative Code. The pay schedule/range is 07-34. A 12-month probationary period is required.
Job Details
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.
The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.
Qualifications
Minimally qualified applicants will have experience:
• Conducting systems analyses and configuring third-party software/applications.
• Collecting and analyzing data and business/user requirements, drawing conclusions, and recommending solutions.
• Developing data models and conducting software tests.
• Working with Electronic Medical Records (EMR) systems code updates, integrations (such as HL7, MIRTH, and Non-MIRTH) and configurations.
• Writing SQL scripts for reporting.
