Job description

Summary This position is located within the OCIO's, Cybersecurity Division (CSD). This position reports to the Chief Information Security Officer (CISO) in the delivery of agency-wide information. As a senior expert analyst, the employee performs a wide variety of functions for the CISO and Deputy CISO in developing CSD goals, resolving complex issues, and serving as their principal representative on assigned key initiatives that will require their review and approval.

Responsibilities Develops and maintains information security guidelines, policies, plans and procedures. Reviews IT security programs to assess overall compliance with cybersecurity plans and policies. Modifies cybersecurity policies and processes to respond to changes in business requirements.

Evaluates the impact of new cybersecurity guidance on current programs and recommend changes to existing policies and processes to ensure compliance and responsiveness. Advises on all assigned information security support programs and initiatives aimed at identifying and safeguarding systems against new vulnerabilities or that involve information security. Ensures project duplications are avoided and project goals and objectives are in harmony with one another, as well as the cybersecurity program's strategic and mission direction.

Requirements Conditions of Employment U.S. Citizenship is required. Suitable for Federal employment, determined by background investigation.

Direct Deposit of pay is required. Selective Service registration required for male applicants, unless exempt. Qualifications In addition to the specialized experience listed below, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Applicants for the GS-15 grade level must possess one year of specialized experience equivalent to at least the GS-14 grade level.

Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this includes but is not limited to: leading comprehensive risk assessments; implementing robust security protocols/policies; developing and overseeing advanced cybersecurity strategies; assessing and handling customer/stakeholder relationships; leading discussions on approaches to governance principles with technical teams; developing and implementing metrics and performance standards for cybersecurity governance; and reviewing, analyzing and making recommendations on written correspondence. Education Additional Information The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act. Stipulations of Employment: Selection may require completion of a 1-year probationary period. This position is subject to a negative drug test prior to entrance on duty, and random drug testing while you occupy the position.
