This is a project position funded through 12/31/2026. 
 
This position is a senior business analyst working with internal and external stakeholders to ensure business needs are being met in support of crisis call center systems. This work has an emphasis on complex interconnected systems and requires an individual who can dig deeply into vague ideas and concepts to develop solutions. The ideal candidate will have experience with telephony, integrations, security, and/or geo-location analysis to be able to adapt and pivot between tasks and priorities.
 
All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.
 
About the unit:
The Health Care Authority is focused on transforming its delivery system to create better health care at less cost. These activities require HCA to transform its infrastructure and processes to support a higher level of service. Washington State legislature passed the Crisis Call Center Hubs and Crisis Services Act (HB1477) to enhance and expand behavioral health crisis response and suicide prevention services for all people in Washington state.
 
HCA and the Department of Health (DOH) are tasked with determining the technology and platforms necessary to manage and operate the behavioral health crisis response and suicide prevention system including:
  • An advanced behavioral health and suicide prevention crisis call center system that that uses interoperable technology across crisis and emergency response systems throughout the state (e.g., 911 systems, emergency medical services systems, other non-behavioral health crisis services.) for crisis call center hubs.; and 
  • A behavioral health integrated client referral system capable of providing system coordination information to crisis call center hubs and the other entities involved in behavioral health care.
The technical aspects of this legislated task fall within the Enterprise Technology Services division of HCA. Within HCA, ETS develops and provides all Information Technology services and solutions throughout the HCA and externally with partner agencies.
 
About the position:
This position translates complex legislative, crisis, Medicaid, and behavioral health program requirements into tangible deliverables such as functional and non-functional specifications, use cases/user stories, workflow and data processes, data models diagrams, and requirements matrices in order to drive development in conjunction with technical teams. It also identifies and recommends the most optimal new solutions to support requirements for modernization and innovation enhancements. This BA will facilitate prioritization of core functions and features with business product owners (for Agile/Scrums), participate in quality assurance benchmarks, findings, and recommendations to mitigate issues and risks, and develop RFP’s / RFQ’s evaluating IT vendors’ SOW’s for applied key performance indicator metrics.
 
This position is a senior business analyst in ETS and is ultimately responsible for the collection, refinement, and ongoing management of IT business and technical requirements and stories for the business programs throughout HCA, DOH, National Suicide Prevention Lifeline (NSPLs), Regional Crisis Lines (RCLs), Tribes, and other stakeholders and partners specifically for the 1477/988 effort. The incumbent will oversee a myriad of requests for requirements gathering, user story development, and other deliverables as needed with an emphasis on system integration and interoperability.  HB1134 builds upon 1477 and establishes an endorsement for mobile rapid response crisis teams and community-based crisis teams. It establishes a geo-location subcommittee for which this BA position will be supporting. This explores the details and impacts of the geo-location and privacy needs for callers.
 
This position is eligible to telework but is frequently required to report on-site to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

 
Some of what you will do:
Provide Sr. Specialist level expertise in IT Business Analysis including complex solutions analyses and validating requirements for system, database and business process solutions, including new or enhancement projects.

  • Facilitate technology requirement gathering sessions to analyze and document business processes, IT, organizational, and/or operational requirements from business users and stakeholders. 
  • Review rules and guidelines from State WACs on healthcare, behavioral health, crisis services, and 988 project legislative mandates and update requirements or develop system, data, or IT process changes to reflect the latest information. 
  • Construct “As-Is” and “To-Be” technology models and decide specifications in order to translate business needs to technical requirements and final decision on a solution. 
  • Develop use cases or user stories and assist in prioritizing requirements. 
  • Review requirements documented with the project team, including developers, testers, and business users. 
  • Communicate technical information to customer groups in an understandable manner. 
  • As part of the review process, identify updates needed and make updates to the requirements. 
  • Review solutions to validate they meet business requirements
  • Make recommendations to ensure system design meets business requirements. 
  • Validate requirements trace to testing plans and deliverables to ensure proper testing coverage. 
Work with 988 team, including external team members from partner agencies and state and federal partners, in activities to obtain requirements for existing, new, or enhanced IT related projects.
  • Participate in requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and conform to standards. 
  • Participate in the processes and procedures for BA workflows and make changes if/when necessary. 
  • Assist 988 team including both business and technical staff with translating high-level business and user requirements into meaningful user stories, specified in an appropriate level of detail and in appropriate forms suitable for both product owners and technical staff. 
Engage in professional development and expand technical skillset to stay current with new technology for BA methodologies as well as 988 project related technologies and vendors.

Qualifications


Required qualifications:
 
Qualifying candidates will meet one of the following criteria combinations:

  • Bachelor’s degree or higher in computer science, data management, information systems, business, or closely related field AND six years of Business Analysis experience, OR
  • Ten years of Business Analysis experience
Note: An equivalent combination of IT related training and experience may substitute year for year for education
 

Qualifying candidates will also meet all of the following criteria:
  • Three (3) years’ experience providing requirements analysis services using disciplined, best practice processes/methods for gathering, documenting, analyzing and managing requirements.
  • Three (3) years’ experience with excellent written and verbal communication skills and the ability to communicate technical issues, both verbally and in writing, to state staff and vendor management. Ability to combine analytic skills with business knowledge.
  • Three (3) years’ experience in meeting facilitation, and ability to get a team with a variety of ideas and understanding to agreement on requirements and agreement of needs.
 
Preferred qualifications:
 
  • Experience in supporting/facilitation of RFP/RFQ Process.
  • Advanced degree in a relevant field, such as information technology or computer science or Business Analyst Certification.
  • Experience using Business intelligence tools such as SAS, SQL and data visualization tools such as MS SQL Server, Oracle, Tableau, etc.
  • ITIL certification in IT Service or Business Relationship Management.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
