About the Role:

The Executive Office of Health and Human Services (EOHHS) EOHHS is seeking to hire an IT Asset Management (ITAM) Junior Analyst to join the EOHHS IT Asset Management team. The ITAM Junior Analyst will be mainly responsible in supporting the Asset Management life cycle of information technology hardware and/or software assets throughout EOHHS. ITAM life cycle includes but is not limited to fulfilling asset requests, asset procurement, receiving procurements, delivery of hardware and software assets, inventory [both hardware and software] maintenance and control, asset retirement/decommission, and software renewals.

The ITAM Junior Analyst will maintain strict adherence to all policies of The Commonwealth of Massachusetts and EOHHS IT. 

The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 8:30AM to 4:30PM EST. This position will follow a hybrid model of reporting that combines in-office workdays and work from home days as needed. Intermittent travel to various state sites across the Commonwealth is required.

Duties:

  • Report to the IT Asset Manager and/or other ITAM leads if so assigned
  • Adhere to all the Secretariat's, EOHHS IT's, and internal IT Asset Management policies, procedures, and standards
  • Represent EHS IT in ongoing vendor management tasks and maintain a collaborative nature with all partners
  • Maintain a professional relationship with all Business (Agencies/Programs) and IT leadership, with both internal & external project teams, with other EOHHS organizational service units, and end users.
  • Maintain an eagerness to learn and acquire knowledge of current state procurement, receiving and shipping rules of EOHHS ITAM.
  • Exercise responsibility and maintain acceptable levels of service performance in resolving issues, data collection, recording, reporting, and in maintaining controls over IT Assets including hardware, software, subscriptions, leases, and IT Asset inventory by location or vendor.
  • Collaborate with the Regional Office Managers and IT Site Managers to resolve open issues on a timely basis and update status and maintenance of the IT Asset inventory and service management ticketing system                               
  • Ensure issues are identified, documented, communicated, and properly escalated to ensure the timely resolution of each request
  • Report each request to various Team Members/PM/Managers and Supervisor to document current efforts and task statuses.
  • Maintain strong controls over all EHS computer hardware and software license, maintenance agreements, lease contracts.
  • Maintain accurate Asset ledgers recording encumbrance, serial number, object codes, model number, and location as required
  • Manage salvage/surplus/destruction of obsolescence IT hardware tasks, ensuring all OSD Surplus procedures are followed. 
  • Regularly work with business stakeholders, support teams, project management, external vendors, and developers in the promotion of EOHHS and EOTSS standards and guidelines. 

Preferred Knowledge, Skills & Abilities: 

  • At least 2-3 years of demonstrated progressive experience in developing, documenting, enhancing, and supporting departmental applications in a networked, multi-vendor diverse-platform environment.
  • Sufficient knowledge and experience in IT asset (software and hardware), vendor and contract management.
  • Proven experience in working in a team environment, taking direction, collaborating with co-workers and peers, achieve timely resolution and assist or trains team members as needed in performance of their job duties.
  • General knowledge and experience with Developing and presenting weekly status reports, trends, and metrics
  • Strong analytical and organizational traits; demonstrated ability to manage concurrent activities
  • General knowledge and hands-on experience with Asset Management tools (Flexera, SCCM, Casper, etc.), ServiceNow and SharePoint are desirable.
  • Expert proficiency in Microsoft Excel and other Office products (Access, Outlook, PPT, Word)
  • Strong written and verbal communication skills, with ability to work well with people at all levels of information technology expertise and comfort in varied organizational relationships.
  • Required to lift 35 pounds and push 65 pounds of computer equipment occasionally as requested
  • Prepare required documentation and procedures for the acquisition and disposition of fixed assets
  • Ability to maintain proper oversight of computer hardware and software inventory sites, maintenance agreements, lease contracts recorded by serial number, model number and location

Education and Certification:

  • Bachelor's Degree in computer science, Information Systems, Business Administration or other related field, or equivalent related work experience.

Minimum Entrance Requirements: 
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least one year must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below. 
SUBSTITUTIONS: 
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.* 
II. A Bachelor's or higher degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.* 
III. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.* 
IV. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a  maximum of one year of the required (A) experience. 
V. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience. 
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed. 
NOTE: No substitution will be allowed for the one year of the required (B) experience.
