Job description

Overview:
Edgewater Federal Solutions is currently seeking an IT Application Analyst to provide support to an Edgewater Federal government contract.

This position will be involved in improving, maintaining and administering the Billing and Billing Systems. They will perform all functions, automated and manual, involved with consolidating, tabulating, verifying, and issuing monthly WCF billings. Additionally, they will maintain virtual billing application for the WCF with drill down capability using data mining software and identify improved information access/presentation/delivery mechanisms and implement approved changes.
Responsibilities:
  • Develops and maintains five (5) specialized MS Access- and Excel-based applications.
  • Collect and coordinate applications’ requirements as they relate to the business functions, the needs of the stakeholders, application data, environmental constraints, departmental guidelines and security controls.
  • Gather requirements by means of interviews with stakeholders, current documentation and support material. Other sources to consider are industry standards and best practices.
  • Document and manage change and version controls for each application.
  • Create and provide data analysis solutions using MS Office products.
  • Utilize best practices in each applications’ development, data design, and workflow process.
  • Report the status of all project and task activities on a bi-weekly and as required basis.
  • Generate requested and or as required ad-hoc reporting.
  • Provide technical support to assist users with operational questions, problem analysis, and resolution.
  • Serve as the primary point of contact between the customer and the corporate IT help desk on all matters related to the applications.
  • Create and maintain user documentation, departmental procedures documentation and technical documentation as it relates to each application.
  • Examine performance issues and make adjustments as required.
  • Keep the customer informed of all external processes or actions that may affect the applications or the data.
  • On a routine basis, create and maintain backups of applications; provide data recovery when required.
  • Perform additional duties related to the applications as required.
  • Design, develop, and modify VBA and SQL in MS Access applications and databases, as well as MS Excel, to meet the approved requirements of the stakeholders.
  • Troubleshoot and correct application and database errors.
  • Create ad-hoc SQL statements to research data questions and or issues.
  • Test applications to identify business function errors and or runtime errors to ensure the highest degree of performance and data integrity of the database.
  • Provide support to the customer as needed.
  • Work with customers and team members to obtain ad hoc requirements, perform tasks, and resolve issues.
  • Provide full life cycle project ownership from analysis to application development to delivery of IT solutions; contribute to documentation initiatives as needed; contribute to group knowledge and best practices; interact with customers, other technical support personnel, and management.
  • Successful Candidate ensures:
    • Maintains Database and Table structures o Adheres to principles of Project Management
    • Provides accurate software enhancement time estimates and meets deadlines
    • Resolves performance issues; provides user support as needed for applications
    • Serves as the knowledgeable resource for Business Owners and End Users
    • Provides training and develop presentations, as needed
  • Successful Candidate is responsible for:
    • Collecting, documenting, and managing requests for application enhancements
    • Performing upgrades, modifications, migrations and enhancements on the development, test, and production environments, as needed, to support changes following any Microsoft Office software updates and security patches,
    • Change and version control reporting of applications
    • Develops and maintains User Support and Technical Guides of applications
    • Data recovery, as needed
Qualifications:
  • A high degree of proficiency with MS Access and MS Excel in designing, developing and maintaining the following:
    • All aspects of an MS Access application and database
    • Visual Basic for Application (VBA) and Structured Query Language (SQL)
    • Interfaces, for input and output, with ODBC Oracle databases, other MS Access databases, MS Excel, MS Word, PDF and TXT files both delimited and fixed position
    • Normal form 6NF level database relationships.
    • Single Sign-on using Active Directory.
    • Performing maintenance on existing applications/databases.
  • Experience preferred in database and application design concepts related to accounting, budgeting, and cost-funding transactions, in a shared environment.
  • Proficient knowledge of project management and application systems development principles and techniques as defined in the Software Development Life Cycle-(SDLC) processes and SCRUM.
  • Ability to manage the processes required to resolve software discrepancies and test for adherence to the requirements.
  • Ability to perform ad-hoc SQL to research data questions and or issues, identify root causes, and interact closely with peers and Business owners and End-users is essential.
  • Excellent written and verbal skills to explain and transfer knowledge both informally and during design and customer review meetings.
Minimum Qualifications:
  • A minimum of five (5) years of experience using VBA to develop MS Access and MS Excel applications.
  • A high degree of proficiency in designing and developing SQL.
  • A minimum of five (5) years of experience with database design and development using Software Development Life Cycle and SCRUM processes
