The General Services Administration (GSA) FAS Contract Acquisition Lifecycle Management (CALM) requirement seeks to acquire an integrated commercial solution requiring minimal customization that will support the contract acquisition lifecycle and provide a unified set of tools to make the GSA FAS enterprise acquisition process more simple, modern and efficient.
The vision of CALM is to enhance acquisition and operational excellence by delivering a modern, efficient, enterprise solution. FAS is seeking the creation of an end-to-end acquisition management solution that supports the functionality identified in the process flows and accomplishes the requirements set forth in the Requirements Traceability Matrix (RTM) (including requirements definition, acquisition planning, synopsis and solicitation, source selection, award, contract administration and contract closeout). It is also seeking a CALM provider to meet evolving requirements, leveraging COTS and configuration over customization, and where appropriate, use agile best practices in software delivery and development including, but not limited to, human-centered design, and with an extensible infrastructure and robust communication between the CALM provider and CALM project team. CALM also seeks to transition users from legacy acquisition systems to fulfill GSA goals of modernizing and consolidating its IT acquisition footprint and realizing cost savings from sunsetting legacy systems.
