Job description

JOB PURPOSE OR MISSION: Serves as centralized project management oversight for General Health System projects and major resource consumptive activities. Responsible for the day to day management, operation and accountability for a functional area. Makes decisions, within guidelines, that could seriously affect the division, department and/or GHS System's financial and performance objectives and strategic results. Develops and monitors the budget for area. Direct reports may include supervisors, and/or staff employees including responsibility for performance reviews, hiring, disciplinary actions and terminations. Performs duties for the age population served, as defined in the department's scope of service.

PERFORMANCE CRITERIA

JOB FUNCTIONS

ESSENTIAL JOB FUNCTIONS include, but are not limited to:

1. Ensures that objectives of the department or area of responsibility are administered.

PERFORMANCE STANDARDS:

Ensures that established priorities for department are carried out on a daily basis.

Ensures that goals and objectives of the department are consistent with GHS's philosophy.

Ensures that departmental measures for processes and expectations are carried out on a daily basis.

Uses alternative methods of providing services to reduce department-operating costs.

Coordinates staffing needs of the department with regards to market/seasonal changes.

2. Maintains an organized department to ensure efficiency, accuracy of work, and information flow.

PERFORMANCE STANDARDS:

Monitors department operations and recommends changes as needed.

Ensures the efficient operation of the department.

Utilizes available staff to maximize the effectiveness of the work performed.

Reviews the compilation and analysis of department data as necessary.

3. Demonstrates effectiveness in directing the activities of the department.

PERFORMANCE STANDARDS:

Ensures staff members adhere to policies and procedures necessary to achieve department objectives.

Establishes and maintains an effective working relationship with management and other departments.

Maintains an effective performance improvement program.

Manages supervisory and department staff members.

4. Demonstrates effectiveness in controlling the daily activities of the department.

PERFORMANCE STANDARDS:

Reviews the daily productivity of the department.

Provides management and policy interpretation to supervisors.

Communicates effectively and expresses information clearly.

Encourages staff participation and communication in decision-making.

Exhibits responsiveness to others in the organization at all levels.

5. Serves as centralized project management oversight and tracking for General Health System projects (including but not limited to IT, Work Excellence, Business Development Activities, Capitol Projects, etc.).

PERFORMANCE STANDARDS:

Works with project leads to estimate resources and timelines needed to achieve individual project goals; assists as a resource in the creation of project timelines, goals, and budgets.

Develops and facilitates process to identify company priorities and determines most effective resource allocation and timeframes to support business objectives, in collaboration with senior management and stakeholders; negotiates individual project schedules and tracking targets/objectives accordingly.

Identifies opportunities for standardization, collaboration and/or economies of scale to optimize system resources; develops and implements consistent and standardized processes for projects with similar needs.

Tracks project status, budget, milestones and deliverables on on-going basis; acquires, creates and/or develops tools needed to meet tracking needs of diverse projects.

Creates and delivers progress reports at agreed-upon touchpoints.

In conjunction with project leads, proactively facilitates changes in project scope, identifies potential roadblocks, and works with project leads in development of contingency plans and triggers.

Coaches, mentors and motivates project leads, and influences them to take positive action and accountability for their work.

Maintains global/system-wide perspective for oversight of multiple projects and functions as liaison between diverse stakeholders for disparate projects.

Conducts project post mortems; identifies successful and unsuccessful project elements and recommends improvements for future projects.

Develops best practices and tools for successful project execution and management.

Develops and implements a project impact and accountability system for the monitoring and reporting of project progress and holding of gains.

Provides consulting and facilitation to align systems and structures with organization objectives.

6. Performs other duties as assigned.

EXPERIENCE REQUIREMENTS:

Prior work experience in the management and implementation of significant projects.

Proven experience in consulting, people management and/or strategic planning.

Prior LEAN and/or Six Sigma experience desirable.

Business acumen and experience with IT system implementation.

SPECIFIC EDUCATIONAL REQUIREMENTS

Bachelor's degree in business or technical field required.

Master's degree strongly preferred.

SPECIAL SKILL, LICENSE AND KNOWLEDGE REQUIREMENTS

CAP training completion within first year in position.

PMP certification or achieve within 1st year of employment.

Advanced proficiency in applicable software.

Ability to use critical-thinking skills to make assessments on need and feasibility of implementing projects.

Exceptionally strong planning and organization skills.

Ability to resolve conflicting situations through excellent interpersonal skills.

HIPAA REQUIREMENTS:

Maintains knowledge of and adherence to all applicable HIPAA regulations appropriate to Job Position including but not limited to: medical record without limitation, patient demographics, lab results, patient financial and 3rd party billing information, patients related complaints, information related to patient location.

SAFETY REQUIREMENTS:

Maintains knowledge of and adherence to all applicable safety practices appropriate to Job Position including but not limited to: incident reporting, exposure control plans, hand washing and environment of care.
