Within Emergency and Regulatory Compliance Services (ERCS), Investigative and Enforcement Services Division (IES) is responsible for planning and implementing an integrated investigative and enforcement program that serves as an integral part of the Agency's overall regulatory program for protecting American agriculture.
Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Independent responsibility for conducting investigative research and interpretation of applicable laws, statutes, and regulations.
- Identified the elements and differences between alleged and pertinent violations. Conducted interviews to obtain information about alleged violations.
- Under the direct oversight of lead personnel, assisted in the use of federal statutes and regulations governing the international and interstate movement and handling of plant and animal products, the regulation of genetically engineered products, or the humane treatment of animals.
- Reviewed interview reports for consistent legal interpretation, adherence to policy and effectiveness in achieving overall program objectives for presentation to higher level investigators or supervisor.
- Gave testimony in legal proceedings and/or assisted supervisor in providing training about testimony in presentations to program cooperators and contributors.
Master's or equivalent graduate degree in a field of study directly related to the position.
OR
2 full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D., if related.
Equivalent combinations of education and experience are qualifying for this grade level.
