We are seeking an Investigations and Complaints Unit Coordinator (Operations and Policy Analyst 3) to join our Investigations and Complaints Unit (ICU) at the Oregon Department of Education. This is a permanent, full time position, represented by the Service Employees International Union (SEIU).
This is a hybrid position that can include both remote and in person work environments. The person selected to fill this position will have the option to work from our Salem based office or remote. Please see our Work Reimagined webpage for more information.

The Investigations and Complaints Unit (ICU) is housed within our Government and Legal Affairs team. The ICU administers the agency's formal complaint and appeal resolution processes, which includes investigating and responding to complaints of sexual conduct by non-licensed employees, contractors, agents, and volunteers and appeals involving discrimination in public education, Division 22 standards, restraint and seclusion, and retaliation.
What you will do!
The primary purpose of this position is to work within the Investigations and Complaints Unit to administer the agency's processes for responding to reports of sexual conduct.
Reports of sexual conduct by persons working in or providing services to Oregon schools may be filed by school employees, parents, students, or a member of the community.
Typical Duties Include:
  • Reviewing investigation findings/recommendations and working with investigators to resolve any questions related to investigation
  • Drafting ODE's substantial evidence determinations/final orders on complaints of sexual conduct
  • Providing technical assistance, education, and training to school districts, parents, and other interested parties regarding sexual conduct Investigations and related work
  • Administering ODE's policies and processes for addressing complaints of sexual conduct
  • Drafting administrative rules related to complaint and investigation processes

What are we looking for?
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Professional-level experience writing legal memoranda, briefs, opinions, or final orders
  • Experience drafting administrative rules or statutes
  • Excellent verbal and written communication skills
  • Strong interpersonal skills and the ability to work with diverse constituents, including children, parents, faculty, staff, and law enforcement
  • Ability to demonstrate cultural sensitivity and responsiveness; ability to demonstrate an interest and experience in cross-cultural understanding and communication
  • Ability to demonstrate initiative and exercise consistent good judgment
  • Ability to manage highly sensitive and confidential information
  • Ability to prioritize tasks, manage multiple deadlines, and work independently
  • Preference may be given to candidate who have a law degree
  • Preference may be given to candidates who speak, read, and understand other languages in addition to English

  • Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
