The Role:

This position reports to the Vice President of Contracts, Global Procurement and Supply Chain of GM Defense LLC. As the International Contracts Leader, you are responsible for contract management and leadership for pre-award phase of international government procurements including direct commercial sales and Foreign Military Sales. You are also responsible for proactive engagement with internal and external stakeholders to proactively develop contracting and subcontracting strategy and execution during capture phase of potential contracts.

You will lead negotiations with customer procurement organization and GMD unique subcontractors that lead to win-win agreements for GMD and its customers. You will also assist the GMD Director of Contracts to develop policies, procedures and work instructions that ensure GMD is compliant with customer regulations and contract requirements while working collaboratively with the GMD core team.

A comprehensive knowledge of international government contract regulations and requirements (DCS and FMS) is critical, as is the ability to develop creative and innovative solutions in coordination with the Business Areas There is an expectation that the individual should already possesses experience with US and international government acquisition for DCS and FMS.

What You'll Do:

+ Lead team responsible for cradle to grave contract support to bids and proposals for GMD's international programs.

+ Assist with the overall implementation of sound Contracting processes and procedures during the pre-award and negotiation phase of our pursuits.

+ Lead negotiations on complex International and offset contracts

+ Lead team and be responsible for Contracts and Subcontracts support for Bid and Proposal Activities on future GMD international programs.

+ Research compliance issues, interpret regulations formulate recommendations using knowledge of international procurement regulations and operations as appropriate.

+ Assist with the drafting of contractual documents including but not limited to NDA's, TA's and Subcontract Agreements.

+ Develop and maintain process for tracking and timely closure of actions as well as changes management

+ Strong ability to lead Subcontracts and Purchasing Business line with establishment of compliant procurement processes and procedures and other activities as needed

+ Support contract management and compliance training initiatives.

+ Attend and interface in key meetings

+ Must have the ability to effectively communicate complex contracts issues to company executives and external representatives.

+ Maintain strong relationships with key GMD stakeholders.

Additional Job Description

Your Skills & Abilities:

+ Bachelor's Degree with 10-12 years of progressive DoD and international Contracts Management Experience

+ Deep working knowledge of the end-to end contract process (pre-award, award, post award, and contract closeout) in the International Government contracting industry

+ Prior international expat assignment in MENA region.

+ Prior experience working with UAE MOD and Tawazun Council

+ Strong negotiations skills and demonstrated accomplishment of negotiation complex DoD, International and offset contracts

+ Strong customer relationship skill with experience in US DoD environment

+ Strong leadership skill to help implement strategy and provide clear and concise direction to team day to day issues

+ Advanced level of understanding and ability to interpret and apply the Federal Acquisition Regulations and Defense Federal Acquisition Regulations as well as sound contracting and business practices in a start up environment

+ Strong track record of contracts performance within an organization

+ Demonstrated ability to achieve goals through influencing, partnering and developing productive relationships with senior leadership and the Contracts team across the multiple business areas. They should also be recognized as the "go to" person for bids and proposals for GM Defense Contracts and Subcontracts.

+ Ability to effectively communicate complex contracts issues to company executives and external representatives.

+ Ability to work independently and in a collaborative team environment.

+ Strong business acumen

PLEASE NOTE:

Role subject to U.S. export control restrictions. Successful candidates must either be a U.S. Person (defined by U.S. law as a U.S. citizen, U.S. permanent resident, asylee, or refugee) or a non-U.S. Person who is eligible to obtain any required export control authorization.

U.S. citizenship needed to obtain required Secret U.S. Security Clearance.

What Will Give You A Competitive Edge:

+ Experience working and traveling internationally for defense related programs

+ Ability to quickly understand a wide variety of vehicle and engineering technologies, including both hardware and software within the automotive industry

+ Ability to interact with individuals throughout a global organization in a professional and business-like manner.

+ Ability to interpret and /or understand financial data

+ Large, public company experience (at least mid-tier) in government contracting (DoD preferred)

+ Understanding of Government estimating and pricing requirements and strategy

+ Strong track record of contracts performance within an organization

Compensation:

The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws. The compensation may not be representative for positions located outside of New York, Colorado, California, or Washington.

+ The salary range for this role is $156,700 - $239,300. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.

+ Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.
