Summary
The mission of the U.S. Postal Inspection Service is to support and protect the U.S. Postal Service and its employees, infrastructure, and customers; enforce the laws that defend the nation's mail system from illegal or dangerous use; and ensure public trust in the mail.

Duties
The Analytics and Cybercrime Group supports all Inspection Service investigations to include narcotics, workplace violence, cybersecurity investigations and mail theft amongst others. Intelligence Analysts provide support for investigations through cryptocurrency tracking and analysis, open source analysis, geospatial mapping and data visualization, and business intelligence.
Responsibilities
  1. Collaborates with headquarters and field personnel in the development of quantitative and qualitative standards for use in the collection, evaluation and reporting of intelligence data and investigative analyses.
  2. Provides direction to field analytic units for the development of data gathering methods, analytic product metrics, and procedures for the dissemination of information and intelligence.
  3. Monitors and evaluates investigative analyst initiatives, programs, and projects to ensure appropriate utilization and allocation of analytical resources at the field and headquarters level.
  4. Develops and implements analytic performance indicators, targets in support of strategic planning, forecasting, training, and operational performance.
  5. Participates in the planning, coordination, and implementation of comprehensive special studies, national criminal forecast and profiles, and inter-agency intelligence research to support decision making.
  6. Designs and develops formal communications related to national and global strategic trends, forecasts of investigative and audit activities, and emerging criminal patterns and networks.
  7. Oversees the development of headquarters and field information technology system requirements for data collection, research, and intelligence formulation and validation.
  8. Oversees the planning and coordination of analyst training and development initiatives, and develops procedures to monitor and assesses the effectiveness of internal and external training and development programs.
  9. Provides technical advice, program guidance, and testimonial services to federal, state, and local law enforcement communities on intelligence development and analytic initiatives; serves on inter-agency, national, and global task groups addressing current and emerging criminal trends and recommend solutions.
  10. Develops intelligence data and analysis through the use of software or data mining tools.

Qualifications
  1. Knowledge of information technology sufficient to research and communicate with internal and external secure electronic databases.
  2. Ability to design quantitative and qualitative evaluative methods to ensure integrity, quality, and reliability of intelligence data and analytic products.
  3. Ability to implement analytic performance indicators, targets, and metrics related to organizational strategies, information technology requirements, and inter-agency intelligence regulations.
  4. Ability to effectively communicate both orally and in writing to clearly convey information, findings, and recommendations to varied audiences, both internal and external about strategic trends, patterns, and networks.
  5. Ability to plan, coordinate, and implement special studies, national criminal forecast and profiles, and inter-agency intelligence research to increase organizational effectiveness and decision-making.
  6. Ability to plan, coordinate, and analyze training initiatives and programs.
  7. Ability to oversee and coordinate the work of others to achieve program or project objectives, including monitoring performance, facilitating the flow of work-related information, and providing technical guidance.
  8. Knowledge of investigative, security, and preventative activities relating to the mission, role and various jurisdictions of law enforcement.

Desirable Qualifications: Experience with conducting cryptocurrency tracing and analysis; Experience with internet investigations, including open source intelligence, dark web, Tor and cryptocurrencies; Technical Certifications: Network+, Security+, CySA+, CEH, CISSP; Experience in providing presentations to various levels of leadership and audiences to include Executive Leadership; Experience with using Python, SQL or scripts to analyze data and draw conclusions from that data. Advanced report writing experience.
Qualified applicant must successfully pass a drug screening.
