POSITION TITLE:                     Intelligence Analyst

DEPARTMENT:                        Police

REPORTS TO:                          Police Commander

SUPERVISES:                           N/A

 

PURPOSE OF POSITION:    Conducts a variety of crime and statistical analysis in support of crime analysis activities; collects and analyzes data describing crime patterns, crime trends, and potential suspects; compiles reviews and enters data associated with criminal and social disorder activity; to increase the effectiveness of patrol deployment, crime prevention and the apprehension of suspects; and to perform special assignments as assigned.

ESSENTIAL FUNCTIONS:

Collect, collate and analyze a variety of economic, geographic or social information in support of crime analysis activities; utilize sources from various calls for service, census, demographic, crime mapping and other related data; display informational analysis to police administrators and City Officials

Apply knowledge of criminal justice system and standard police procedures to determine methodology of collecting and collating data from a variety of sources for analytical use; produce tactical action plans to effectively deploy personnel for problem-oriented policing using calls for service and levels of service provided; conduct special research and analytical studies of suspects, incidents and crime patterns; prepare and produce crime data reports and studies.

Assist in administering a variety of police tracking, records management and intelligence databases and systems; perform regular system maintenance to ensure effective system operations; develop and maintain data tables.

Operates PC based computer systems and related peripherals including drives, scanners, plotters, and various printers; utilize appropriate software for maximum efficiency for analytical use and desktop publishing.

Work effectively to promote the exchange of information internally within the department; develops and maintains effective liaison with state and local law enforcement agencies to exchange intelligence information.

Prepare a variety of administrative, operational and investigative reports; present findings as necessary; maintain records, logs and files.

Maintain awareness of developments in the field of crime statistical analysis; incorporate new developments as appropriate.

Responds to calls and questions from outside agencies and the general public related to crime analysis; research answers or refer callers to other sources; prepare reports for dissemination.

Assist in providing on-going traffic analysis; run specialized reports that include traffic accident, traffic citations, traffic warning and parking enforcement in a variety of formats.

Perform related duties as required.

QUALIFICATIONS 

Knowledge

Work requires a broad knowledge in data analysis, research methods, theory and statistics. Requires knowledge of: the operations and activities of the Police Department, the City, police procedures and the theory, principles, practices and methods of crime analysis; research methodologies; the National Incident Based Reporting System; working knowledge of state, federal and local laws and statistics; general knowledge of office management; working knowledge of computer theory, methodology and operations; and working knowledge of computer capabilities and processing techniques.

Skills

Requires sound analytical skills and proficiency in the use of computer hardware, such as personal computers, scanners, printers and plotters. Requires proficiency in the use of software, such as Microsoft PC systems, Microsoft Office Suite, databases, spreadsheets, word processing, records management systems, compute raided dispatch systems, Penlink, and GIS. Requires the ability to plan, organize and enter data for computer software applications. Requires effective listening skills, reading skills, and verbal and written communication skills. Possess the ability to consistently be a cooperative co-worker and team member with the ability to maintain positive working relationships inside and outside the department. Communicate courteously and effectively. Display independent judgment and make sound decisions. Manage multiple projects at one time and be skilled in effective time management and resource utilization. 

ESSENTIAL EDUCATION, EXPERIENCE AND ABILITY:

Education:

 A bachelor’s degree is required. Completion of degree or coursework in Administration of Justice, Criminal Justice, Criminology, Statistical Analysis, Psychology, or Sociology is highly desirable. Knowledge of law enforcement, the criminal justice system, and research and statistical methods is desired. Certification as a Crime and Intelligence Analysis is highly desirable.

 Experience:

Two years of increasingly responsible analytical experience within a criminal justice agency, or experience in dealing with data collection, performing statistical research and analysis, presenting and disseminating data and statistics, and working with automated systems in data collection, collation, and analysis.

Work is generally performed indoors in a busy office setting or a secured, restricted area, though the incumbent will be required to perform duties outside and in adverse weather when such duties arise. Limited travel is required in the performance of duties as well as dealing with individuals who may be rude, complaining of problems, intoxicated and/or uncooperative. The noise level in the work environment is usually moderate.

While performing the duties of this job, the employee is frequently required to walk (especially
between department buildings); stand; sit for extended periods of time; use hands and fingers to manipulate, handle, or feel; reach with hands and arms; speak clearly; and hear. The employee must regularly lift and/or move office supplies and evidence weighing up to 10 pounds, occasionally up to 50 pounds. Specific vision abilities required by this position include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust and focus.

This work requires considerable interaction with the public and it becomes essential that the employee presents a professional appearance. Impeccable personal hygiene is necessary.
