Instrumentation and Controls Technician

East Cherry Creek Valley Water and Sanitation District (ECCV) has been sustaining our community by providing safe and reliable water since 1962. Sourced from the South Platte River and non-tributary aquifers, ECCV distributes water to approximately 60,000 customers in the eastern portions of the City of Centennial and unincorporated Arapahoe County. As the area has grown into a thriving district of homes, schools, and businesses, ECCV has been there, providing the water the community needs with excellence and efficiency.

JOB SUMMARY

The I & C Technician is responsible for the maintenance and installation of new instrumentation throughout the District. The position maintains equipment and structures used in the collection, transportation, storage and processing of water and wastewater, perform corrective and preventative maintenance on instrumentation, electronic and electrical operating control systems, equipment, fixtures, and devices.

ESSENTIAL DUTIES AND RESPONSIIBILITIES
  • Installs electrical circuits, relays, switchgear, wiring, electronic alarms, control panels, and telemetry equipment used in the operation and monitoring of 480v systems, water pumps, and telemetry systems.
  • Troubleshoots, repairs, tests, rebuilds, makes modifications to programs, and/or calibrates water treatment instrumentation; tests and monitors automated control devices, electrical relays, electrical and mechanical pump parts, motors, VFDs, starters, soft starts, control valves, telemetry systems, and other electronic control equipment.
  • Performs programming of automated process control equipment, PLC's, VFD's, valves, and telemetry systems.
  • Coordinates and collaborates with Operations staff on trouble shooting equipment failures, repairs, and training.
  • Tests and repairs cathodic protection systems.
  • Prepares required reports for necessary entities, schedules, and coordinates contractor work.
  • Performs testing, maintenance, and repairs on metering and recording instruments, control apparatus, data logging and display equipment, communications and telemetering systems, and laboratory equipment.
  • Reads, interprets, modifies, and implements operation and training manuals.
  • Maintains records and reports of work performed, use of asset management software, participates on the asset management team, and reviews and modifies the ticket system accordingly.
  • Updates schematic drawings to reflect as-built conditions.
  • Interacts with the public, outside agencies, and employees concerning complaints.
  • Trains Operation staff accordingly.
  • Participates in continuous improvement initiatives and provides input and feedback on department policies and Standard Operating Procedures (SOP).
  • May be required to work overtime on short notice, varying scheduled and/or shifts at remote locations and respond to emergencies during off-duty hours and during inclement weather.
  • Ability to respond to on-call issues within 45 minutes.

OTHER RESPONSIBILITIES

  • Participates in or leads One ECCV committee(s) and/or taskforce(s).
  • Provides back-up coverage for other positions.
  • Performs other duties and projects as assigned.
JOB QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of MS operating systems and domain networking; MS Office applications; TCP/IP network systems; computerized instrumentation systems; transformers, switches; electronic components of telemetry systems and components.
  • Knowledge of safety practices, PPE, and procedures relating to electrical controls and equipment.
  • Ability to read, use and update electrical, electronic piping and instrument drawings and schematics.
  • Knowledge of PLC Application Software preferred, but not necessary.
  • Ability to establish, foster and maintain effective working relationships with all District employees, management, consultants, governmental officials, and the general public.
  • Demonstrate with all interactions, a high level of quality customer service; a positive and professional demeanor; the ability to exercise sensitivity; the ability to handle stressful situations in a diplomatic and tactful manner.
  • Demonstrate the ability to exercise good judgment, discretion, and maintain confidentiality to handle sensitive information appropriately.
  • Ability to accurately compile, analyze and interpret facts to troubleshoot; arrive at valid conclusions and make logical decisions to solve problems; exercise sound judgment in making decisions involving processes and equipment.
  • Demonstrate attention to detail, critical and analytical thinking, and problem-solving.
  • Ability to effectively communicate verbally and in writing, prioritize tasks, make independent decisions, prioritize workload with multiple shifting priorities and interruptions; follow-up, and follow-through on tasks; and meet deadlines.

EDUCATION, CERTIFICATION, FORMAL TRAINING, AND EXPERIENCE

  • High school diploma or equivalent.
  • Minimum 2-4 years of journey-level experience in electrical and electronic construction, repair and maintenance, preferably in a water or wastewater treatment industry, hydroelectric plant, power plant or similar facilities.
  • Related technical coursework or Associates in Electronics or Instrumentation preferred.
  • An equivalent combination of education and experience may be considered.
  • Must possess a valid driver's license and pass a background check.

Pay range: minimum $67,800/yr - $101,600/yr maximum depending on experience and qualifications.

WORKING ENVIRONMENT AND PHYSICAL ACTIVITIES:

This position consists primarily of field work with reoccurring office work and requires the frequent operation of a district vehicle to various work sites including remote locations. Office work requires the ability to operate standard office equipment, such as computers, phones, photocopiers, and fax machines. This position requires the ability to sit for extended periods of time with hand/eye coordination: for repetitive motion and data entry. This position requires full range of physical motion with hand/eye coordination: for frequent standing and walking including on uneven terrain; for the use of tools and equipment; for the ability to access confined dark spaces, including vaults, water tanks and manholes; to climb stairs, equipment, and ladders. Position includes the occasional lifting and/or moving of items up to 100 pounds and regular lifting of 20-50 pounds of equipment and tools. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
