Position Title: Instrument & Control (I&C) Pre-Commissioning, Commissioning, Startup and Operations Superintendent.
Job Description
We are seeking a senior commissioning and start-up professional to join us as a Commissioning Start Up Instrument & Control Superintendent. The KZJV Commissioning team is responsible to ensure the safe and efficient pre-commissioning, commissioning, start-up and operation of the facility to achieve the plant's production and performance objectives. Initially the job will be based in Houston but will quickly migrate to the Project jobsite in Louisiana. This position reports directly to the I&C Commissioning Manager.
The following is an overview of the requirements for the position:
  • Will be required to produce testing procedures for instrument control loops and equipment packages for approval by the Client team.
  • Support the preparation of pre-commissioning and commissioning dossiers and then once at site will be required to monitor the completion of those dossiers, ensuring necessary documentation is included such as ITRs, certificates, Red-Line Mark-Ups, punch status etc.
  • Identify required resources for testing (Labour and materials), organize test teams and establish completion priorities.
  • Be responsible for Pre-Commissioning and CSU activities related to Instrumentation & Controls equipment on site (transmitters, control valves etc) and Telecommunication, Including Security and IT.
  • Be responsible for overseeing the testing of safety related control systems, including Fire & Gas, FACPs, ESD, SIL and SIF Loops. Cause and effect testing will form part of this requirement.
  • Hands on experience with Hazardous Area requirements (EExd, EEi, EExe) when dealing with instrumentation systems.
  • Instruct & direct Instrument technicians to accomplish loop checks required to handover the various systems and sub-systems for the project to enable Substantial Completion / RFSU. This will include ensuring that Co-Console electronic recording is correctly completed and that the Clients representatives approve sign-off.
  • Assist with and participate in completion system walkdowns on site with a multi-disciplined team.
  • Participate in regular progress and co-ordination meetings with Client and Contractors.
  • Produce an action plan and follow-up for the effective sign off of field generated punch lists.
  • Produce daily risk assessments and permits for all site-based Pre-Commissioning and CSU activities.

Job qualifications
  • Bachelors degree in Engineering, and a minimum of 10 years related experience, with average experience of 20+ years
  • Previous experience of 10+ years in the LNG industry is a requirement.
  • Experience with GTGs and package compressor systems (Baker Hughes) and Power Management Systems an advantage.
  • Must have recent experience of a large Scale ICSS interfacing to multiple package equipment vendors.
  • Must have recent knowledge of PLCs and a broad knowledge of the detailed design engineering processes of all types of field and control Instrumentation
  • Demonstratable computer skills using MS Office. Ability to access databases, extract data and create reports.
