Position Objective
This position is grant funded and is expected to end September 30, 2028
This position functions as a key team member in the Office of Institutional Effectiveness, which supports the college's efforts toward institutional effectiveness, encompassing strategic planning, accreditation, reporting, and program assessment activities. The Institutional Research Analyst provides analytic support and consultative services to foster a culture of evidence and inquiry throughout the College. A high priority for this position is providing access to and analysis of data from multiple sources to the college community collaboratively and helping faculty and staff collect, interpret, and act on institutional data. This position also supports CPTC's compliance with state, federal, and other reporting mandates.
This position has been designated as a bargaining unit position represented by the Aft Professional Staff, Local 6431, and is overtime-exempt.

Duties and Tasks (Essential Functions)
Duty: Data Analysis & Reporting
  • Write, debug, and validate queries to extract data from the college data systems, the SBCTC data warehouse databases, and other national databases (e.g., Census data) to create, format, and clean datasets for analysis; some projects may require acquiring and integrating data from numerous complex data systems, as well as data that has yet to be collected or committed to digital form. This includes but is not limited to, the use of Microsoft Access and business intelligence solutions such as Tableau.
  • Assist in designing and conducting research that supports college decision-making related to student success, which may include the areas of grants, planning, accreditation, program assessment, community characteristics, recruitment, program development, Achieving the Dream, or other research and evaluation activities using standard data analysis tools such as Microsoft Access, Excel, SQL Server tools and SPSS.
  • Produce tables, graphs, dashboards, and narrative analyses of data to easily display, summarize, and communicate student success scenarios, e.g., retention, enrollment, graduation, etc.; develop and maintain a meaningful set of standard reports for internal and external audiences.
  • Maintain the data request system; evaluate, prioritize, and respond to ad hoc requests from administrators, faculty, staff, and outside entities.
  • Compile data and information from across the college to ensure accurate and timely submission of reports and surveys to external agencies, e.g., IPEDS, ACT, SBCTC, etc.
  • Assist in developing, conducting, or producing regular research and reporting projects, including but not limited to program review, enrollment reporting, and accreditation data measure reports.

Duty: Technical Assistance, Collaboration, and Training
  • Gather and document user requirements for mechanisms and methodologies of data access interfaces and applications that build the capacity of the institution to increase the use and understanding of data.
  • Participate as directed on committees and workgroups that require data or accountability measures.
  • Serve as a resource for research methodology, evaluation design, and other data-related topics by providing consultation, training, and other technical assistance as requested; take the initiative to further the understanding of data, data limitations, and appropriate uses of institutional data.
  • Work collaboratively with the college community to address research needs.
  • Assist with college-wide research initiatives assigned.
  • Provide professional development opportunities for the campus on the collection, understanding, application, and use of data and data products.
  • Understand and apply legal and ethical components in conducting research and analyses, e.g., FERPA, human subjects protection.
  • Actively engage in appropriate self-directed and institution-determined professional development opportunities and demonstrate acquired learning in work products; maintain current knowledge of relevant bodies of research literature.
  • Work independently and as a contributing member of the Institutional Research team.
  • Work with customers, stakeholders, co-workers, and other individuals and groups from diverse backgrounds with respect and dignity and in a manner that promotes an environment of inclusion, free from discrimination and harassment.
  • Other duties as assigned.

Minimum Qualifications
  • Bachelor's degree in the social sciences, economics, education, mathematics, statistics, public administration, business administration, computer science, business analytics or a related field.
  • Minimum of four years research-related professional experience.
  • Two years experience using Microsoft Access and/or Data Express.
  • Demonstrated experience with advanced Excel functions.
  • Two years experience in assessment or evaluation.

Preferred Qualifications
  • Master's degree in Economics or the social sciences, with 9 credit hours of quantitative methodology or statistical measurement coursework.
  • Advanced expertise with Access, SQL or VBA, and SPSS.
  • Experience with program evaluation and qualitative analyses.
  • Demonstrated experience in technical writing.
  • Knowledge of Washington State community/technical college data processing, Tableau or other dashboard software.
  • Administrative experience within post-secondary education.

Our college has a rich history of professional and technical education dating back to the 1940s, when Clover Park School District established a War Production program, training civilians as auto mechanics, aircraft-service mechanics, ship-fitters, welders and blueprint readers.
