Summary:

Incumbent is responsible for field inspection on the variety of construction projects under the direction of the Infrastructure Management Department.

Relationships:

· Works directly with the Infrastructure Manager, contractors, and other members of the Infrastructure Department.

Responsibilities:

· Performs all tasks safely, complies with all internal and external safety requirements, supports ITRCC safety culture, attends all safety trainings and completes all compliance trainings as required by ITRCC.

· Uphold ITRCC’s core values: Customer Service, Respect, Excellence, Stewardship and Teamwork (CREST).

  • Establish and promote a high level of positive public relationship between patrons, contractors, vendors, etc and the Indiana Toll Road when conveying policies, services, techniques, procedures, and maintenance
  • Monitor and review the management, inspection, testing, and construction activity of the Contractor
  • Inspect assigned construction sites daily, checking grades, discussing progress and problems with contractors and recording data in field book
  • Inspect and assist in the investigation of accident claims for damage to bridges, guard rails and related improvements
  • Inspect, collect and test samples of construction materials for new roads, including taking borings, checking compaction, and testing asphalt, and concrete mixes
  • Respond to inquiries, request and complaint from the public, other departments and agencies regarding to construction site, methods, and overall activity
  • Coordinates and attends project progress meetings
  • Respond to Requests for Information
  • Review engineering and shop drawings
  • Perform field visits to inspect and oversee contractor on various bridge, paving, and related projects
  • Measure, track, and review all field quantities for pay estimates
  • Review and verify accuracy of invoices for payment to contractors to protect against overpayment for work completed
  • Review and assess project inspection efforts by the Contractor
  • Review inspection records for clarity, completeness and accuracy. Coordinate the collection of this data with the Contractor
  • Monitor the tracking and approvals of field placed quantities, shop drawings, materials, and certifications
  • Review material testing reports provided by the contractor for conformance to plans and specifications. Report any deficiencies and recommend a course of action to the ITRCC
  • Review and coordinate the Contractors plans for testing of workmanship and material conformance with plans and specifications. Report any deficiencies and recommend a course of action to the ITRCC
  • Monitor and evaluate the project schedules. Consider the viability of the contractors intended construction sequence and schedule
  • Review and approve Contractors plans for lane closures and ensure Contractor properly executes the plan
  • Identify delays and coordinate recovery efforts with the Contractor and the ITRCC
  • Identify and coordinate schedule milestones with the Contractor and the ITRCC
  • Coordinate the opening to traffic of projects with the ITRCC
  • Consider, evaluate, and recommend change proposed by the Contractor
  • Identify, document, and report deviations from the plans and specifications to the Contractor and the ITRCC
  • Review permits and utility agreements developed and obtained by the Contractor
  • Monitor the assembly of all final documents, certifications, warranties, and record drawings by the Contractor for delivery to the ITRCC
  • Identify, coordinate, and document the correction of all defective work and punch list items
  • Perform duties in a standard office environment and outdoors, and may be exposed to heavy machinery, traffic, noise, lifting and carrying objects weighing over 25 pounds, vehicle fumes, extreme temperatures and inclement weather normally associated with maintaining rights-of-way
  • Perform related duties as assigned

Qualifications:

· High school diploma/ GED & successful completion of INDOT’s Certified Technicians Program

· Associate Degree in Building Construction Technology or a similar field,

· Experience in managing and / or inspecting various construction projects

· Ability to read and interpret detailed prints and specifications, make mathematical calculations and plan and layout assigned work projects

· Ability to work both alone and with others in a team environment with minimum supervision, work on several tasks at the same time - often under time pressures

· Thorough knowledge of and ability to make practical application of methods, materials and equipment used in constructing / maintaining highways, bridges, and rights-of-way

· Ability to supervise and direct assigned personnel and / or contractors, including scheduling and planning work assignments, evaluating job performance, making hiring recommendations, providing training and corrective instruction

· Ability to occasionally work extended, evening and/or weekend hours

· Ability to serve on 24-hour call and respond swiftly, rationally and decisively to emergency situations

· Must possess and maintain a valid driver’s license

Desirable Experience:

  • Work experience should involve past inspection work as indicated above
  • Commercial driver’s license may be requested after hire as deemed necessary by the company to serve as an emergency snow removal operator.
