System Architecture Supervisor

(Information Technology)

 Pay Range: $78,000.00 - $85,800.00/annually

 Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 Hours/Week)

 Location: 330 West Church Street, Bartow, FL 33830

MAJOR FUNCTION

Primary Function:

Position reports to the Technical Services Manager. Responsible for full lifecycle support of enterprise systems architecture, the operational support of relational database technologies (including Oracle and SQL), and the supervision of the GIS platform and staff of 

ILLUSTRATIVE DUTIES

Administrative/Budget - The Supervisor may represent the BoCC on internal and external technical matters relating to enterprise-wide application architecture.   Responsible to develop and contribute to the preparation of the annual database, GIS, and architectural requirements budgets.  Including associated service level agreements (SLA) for personnel, operating, and capital equipment needs for Polk County BoCC. Researches, evaluates, recommends, documents, executes, and monitors county wide applications. Responsible for assisting with the development of the annual strategic plan, short and long-range IT and user goals, and researching technical/administrative requirements for the IT Director.

Personnel Management - Responsible for acting on or making recommendations to the IT Director on assigned personnel management needs and requirements including but not limited to recruiting/hiring of staff, personnel administrative matters/functions, employee performance appraisals, disciplinary actions, complaints, job related inquiries, and ensuring staff's adherence to established Polk County BoCC and IT standards and polices.

 Project Management/ Work Assignments - 

Interfaces with all sections of IT (Project Coordination Office (PCO), Network, PC Support, Internet, Security, Records, and GIS for technical equipment, software, licensing, and project planning as required. The position must work closely with the PCO and other sections within the organization to be sure that architecture standards are being adhered to.  Duties include skills to plan, develop, maintain, and implement architectural framework that address existing systems, new deployments as well as process re-engineering to maximize the county's investments in technologies. Coordinates recurring meetings with stakeholders to evaluate adherence to standards and processes. Oversees staffing resources responding to users with creative, effective, and professional solutions to meet daily / recurring service needs and requirements for new or existing technologies. Technical Skills - Responsible to comprehend and communicate technical requirements to staff, users, and management to resolve technical problems and make recommendations for solution architectures. The preferred applicant will have or demonstrate architecture, management, and enterprise IT experience.

  • Systems architecture experience:
    • Requirements gathering that addresses the needs of the user community while understanding the enterprise focus.
    • Design and implement long-term strategic goals and short-term tactical plans for managing and maintaining corporate systems and software.
    • Ensure that proposed and existing systems architectures are aligned with organizational goals and objectives.
    • Provide architectural expertise, direction, and assistance to Systems Analysts, Systems Engineers, other Systems Architects, and software development teams.
    • Develop, document, and communicate plans for investing in systems architecture, including analysis of cost reduction opportunities.
    • Conduct research on emerging technologies in support of systems development efforts and recommend technologies that will increase cost effectiveness and systems flexibility.
    • Where applicable, design, develop, and oversee implementation of end-to-end integrated systems.
    • Document the company's existing systems architecture and technology portfolio; make recommendations for improvements and/or alternatives.
    • Review new and existing systems design projects and procurement or outsourcing plans for compliance with standards and architectural plans.
    • Confer with end-users, internal customers, or senior management to define business requirements for complex adaptive systems and infrastructure development.
    • Model business and systems processes based on findings through use case scenarios, workflow diagrams, and data definition / models.
    • Develop and execute test plans to check infrastructure and systems technical performance. Report on findings and make recommendations for improvement.
    • Develop and manage a systems capacity plan.
    • Develop, document, communicate, and enforce a policy for standardizing systems and software as necessary.
    • Provide guidance to junior members of the team.
  • Database Management:
    • Respond for all after hour's emergencies and escalates to the appropriate management, as required.
    • Coordinates, monitors, and reports on the work of assigned vendors for systems support.
    • Keeps abreast of all new technology used through the BoCC and relays new technology information to other county administration and personnel as required.
    • Reviews related projects and work requests to ensure Service Level Agreements (SLAs) are met or exceeded.
    • Participates in associated trainings as required.
    • Performs related duties as required.
  • GIS:
    • Application and operation of Geographic Information System/Land Information Systems, including operation of the software. 
    • ESRI GIS software, the operation of personal computers, workstations, and peripheral devices.
    • Aerial-photo interpretation and compilation and editing of graphics and the database. 
    • Statistics, surveying techniques, digital mapping production and cadastral mapping. 
    • Cartography/cartographic standards and specifications. 
    • GIS programming tools and standards for GIS application development. 
    • Document requirements. 

Written Oral Communications - Confers in writing and/or orally with county management, division directors, staff, users, vendors, and the IT Director to convey information (Status Reports), conduct feasibility studies, provide cost estimates, prepare system development plans and schedules to identify and document users' needs to develop systems and install Oracle technology.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of systems architecture process
  • Knowledge of enterprise-based applications.   
  • Knowledge of Business Process Modeling and Notation or ArchiMate
  • Preferred knowledge of GIS and Database systems.
  • Knowledge of integration of database design and definition. 
  • Experience in vendor management
  • Knowledge of the principles of system documentation and vendor productivity tools.
  • Ability to recognize incorrect information or work and take remedial actions independently.
  • Ability to plan, assign, train, coordinate and supervise the work of others.
  • Ability to use good judgment in administrative and personnel situations/matters and make independent decisions.
  • Ability to identify and correct problems with the system. 
  • Ability to write, test and debug system and related macros. 
  • Ability to use independent judgment; to plan, organize, train

MINIMUM QUALIFICATIONS

  • Graduate of an accredited four-year college or university and have a minimum of six years' programing, analysis, and design including increasing technical experience with an emphasis on enterprise architecture and / or relational database design, including three years of experience as a supervisor or manager of information technology professionals.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment in this classification.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.

SPECIAL REQUIREMENTS

  • Must provide and utilize personal transportation in daily travel to remote sites to perform service calls as required.
  • Must have a home telephone (or cell phone) within thirty days of employment in this classification as employee is subject to call out.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
