The City of Glendora is seeking an innovative and dependable individual with initiative and a strong technical acumen to join our Pride of the Foothills team as our Information Technology Project Manager!
The ideal candidate will have experience managing complex Technology Projects, be able to work independently or with a team, demonstrates creativity and innovation, and has a passion for public service.
Under the leadership of the Information Technology Director, the Information Technology Project Manager represents a key role in planning, organizing, and leading large scale Technology Projects, while helping to support the City's various departments with their technology-based needs. In a small agency, this position will have the opportunity to gain valuable professional development through participation in all aspects of Information Technology to aide City departments by providing services that support the achievement of strategic goals.
Examples of Duties / Knowledge & Skills
- Plans, organizes, and leads large scale and/or complex Technology Projects composed of cross departmental and cross functional team members, in support of project requirements, deadlines and budget constraints; provides leadership and guidance to team members.
- Works directly with departments to understand and document project business requirements.
- Create instructions for end-users and assist with the testing of the final product. Communicates with stakeholders during all phases of the project, to ensure a successful implementation.
- Ensures projects are prioritized based on business needs and delivered on-time and within budget.
- Schedules resources across multiple projects based on priorities and urgency and acquires project management resources from outside the City when justified.
- Prepares and/or reviews detailed bid specifications and Requests for Proposals, contracts, Council Communications and change orders; evaluates bids and recommends the selection of vendors; participates in selecting contract employees.
- Provides or presents periodic project status updates as well as project team and budget activities to the stakeholders.
- Provides technical information, guidance, and support to City departments, management, leadership and employees as needed.
- Collaborates and integrates with vendor implementation teams to configure or customize software and resolve technical issues.
- Conducts project assessments to ensure designed results meet the City's needs, goals and user requirements.
- Maintains a high level of current knowledge regarding systems, technology and communications.
- Participates in the preparation, development, and administration of the department budget.
- Performs other related duties as assigned.
Minimum qualifications & Requirements
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five (5) years of progressively responsible related computer science, systems analysis, design or Information Technology management experience including experience in computer development work with a project-based focus and experience working with Information Technology teams; and three (3) years of project management experience, including roles as a Project Manager, an assistant Project Manager, or a key project team member on a large-scale multi-departmental or organization-wide project; GIS experience is desired.
Education:
Bachelor's Degree in Computer Science, Information Management Systems, Project Management or related field.
Licenses and Certifications:
Project management Professional (PMP) certification is desired, but not required.

SALARIES: All stated salaries are based on present information, subject to change. Appointments are generally made at the first step of a five step pay plan. All salaries are subject to statutory payroll deductions. Federal law requires that all new employees contribute 1.45% of their monthly salary to the Medicare system. All City employees are paid on a biweekly basis, for a total of 26 pay periods per year.
RETIREMENT: Retirement benefits for all full-time employees are provided by the California Public Employees' Retirement System (CalPERS). An employee who is hired by the City from another CalPERS agency or an agency with CalPERS reciprocity, or with a break in service 6 months or less, (aka "Classic" member) shall receive the CalPERS benefit formula of 2% at 60 and pay the 7% member contribution. An employee who is a new enrollment in CalPERS, is not coming from an agency with CalPERS reciprocity, or has a break in service greater than 6 months (aka "New" member), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 6.25% member contribution. No contributions are paid by the City or employee into the Social Security system.
