Information Technology Manager
Section 1 - Position Summary
Manages the Information Technology and Support Team. Plans, coordinates, and directs technology for the NTMWD. Promotes innovation, efficiency, and teamwork in the delivery of customer support. Develops data center, cloud, desktop, and security strategies in coordination with the Assistant Deputy - Information Technology to ensure highly available systems with a minimum of complexity. Assists in developing and managing the IT budget. Provides leadership and guidance to staff.
Section 2 - Major Responsibilities
- Manages a team that provides planning, design, acquisition, installation, maintenance, security, integration, performance monitoring, and database administration functions for data center, cloud, desktop, Local Area Network (LAN) and Wide Area network (WAN) infrastructure.
- Establishes, maintains, and tests incident response, disaster recovery and business continuity plan.
- Performs research and gains insight in the vendor and technology landscape to provide solutions to meet technology needs for the District.
- Provides timely system maintenance including system/security patches, software upgrades, system monitoring, reporting, analysis, auditing, back-ups, preventative maintenance, tuning and performance optimization, patch applications, and capacity planning to ensure the District is protected and following Cybersecurity guidelines and requirements.
- Designs, builds, delivers, and maintains a network communication infrastructure that ensures a high quality, high availability, and reliable network service.
- Supervises personnel by interviewing qualified applicants, selecting, and hiring new employees. Coordinates training for department personnel, observing and monitoring work tasks, evaluating work performance, assisting employees to correct deficiencies. Coaches and mentor's employees based on performance results and needs of employees. Communicates clearly and directly with employees to promote a collaborative work environment.
- Follows procurement guidelines, gathers bid prices on equipment and supplies ensuring that funding is available in the IT budget.
- Provides written documentation justifying upcoming network needs.
- Responsible for maintenance of records and databases containing information regarding licenses, warranties and service agreements for the District's hardware, software and other specified physical and digital assets.
- Audits user access for Administrative Directive compliance.
- Carries out other such duties as may be assigned or requested.
Section 3 - Education and Experience
- Bachelor's degree in computer science, Business Information Systems (BIS), Management Information System (MIS) or a computer related field. Equivalent experience and education can be substituted.
- Minimum of 5 year experience as an IT Systems Manager. Preferred CCNA, CISSP, MCSE or standard industry certification.
- Minimum of 2 years of experience in a supervisory capacity.
- Requires project management, budgeting, organizational and excellent communication skills. Must exercise good judgment based upon established procedures and policies.
- Requires a valid Texas Driver's License.
Section 4 - Environmental Factors, Activity Levels and Equipment
This position requires minimum physical exertion with daily lifting requirements up to 50 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties are almost always carried out in an office environment. Equipment used includes a Network Computer System and/or personal computer, various printers, calculators, copier and telephone.
