Management Appraisal of Performance Plan (MAPP)
This position is subject to the provision of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with (MAPP) guidelines and regulations.
DEFINITION:
Under direction, plans, organizes and directs the activities of a large information systems division providing effective INFORMATION TECHNOLOGY programs and services to support achievement of departmental and County mission and objectives; may function as a departmental Chief Technology Officer or an associate Chief Information Officer in a large to very large sized County department.
- Managing and oversee the day-to-day business of LA General and/or DHS Ambulatory Care Clinics where duties include but are not limited to; enterprise imaging, pathology, radiation oncology, pulmonology, EMHUB and Hospital Capacity Management Systems as well Business systems such as CHAMP & Symplr Provider and provide Project Delivery, ongoing maintenance, support, and Management; Supports 29 Ambulatory Care Clinics throughout LA County.
- Plan, organize, manage, integrate, and evaluate the work of subordinate supervisors and their technical teams to fulfill IT objectives for the Department of Health Services.
- Responsible for planning, designing, developing, implementing, operating, and maintaining large and complex information systems including Radiology, Cardiology, GI, Case/Care Management Applications, and Hospital Capacity Management Application and/or systems unique to Ambulatory Care IT and business needs.
- Collaborates with the Chief Information Officers of the individual hospitals and /or Ambulatory Care's CEO, to engage in planning and budgeting for IT initiatives. Management responsibility for planning, organizing, directing, and evaluating the INFORMATION TECHNOLOGY activities for multiple hospitals and Clinics across Health Services Department.
- Collaborate with business managers of different functional units across Health Services Department to define IT requirements, establish budgets, execution plans, and establish project teams to implement solutions. Direct the development and maintenance of enterprise systems architecture and define standards and protocols for data exchange, communications, and alignment of information technologies and resources with Health Services Department's strategic plans.
- Promotes efficient, cost-effective uses of advanced technologies and manages the migration of next-generation technologies.
- Collaborate with County Contracts organizations at Internal Services Department and Health Services Department to negotiate SLA (service level agreements) with industry vendors and provide management oversight during project execution. Negotiates and Administers vendor contracts.
- Manage and direct next-generation technologies adoption and migration projects and provide coaching to subordinate supervisors and their respective technical teams during project execution.
- Direct enterprise interface and integration functions and provide guidance for procedural and organizational changes to achieve success.
- Participate in the development, evaluation, review, and make recommendation of requests for information (RFIs), requests for proposals (RFPs), requests for quotes (RFQs), statements of work (SOWs) related to the Networking and Telephony technologies for the Department.
- Develop and maintain IT policies and standards relating to acquisition, implementation, and operation of INFORMATION TECHNOLOGY and communications systems to ensure that information security, integrity, and privacy are properly maintained.
- Provide technical guidance and expertise to the Information Technology staff, ensuring alignment with industry best practices and DHS standards.
- Supports analysts across the department by providing consultation, sharing best practices, and developing analytic products.
- Coordinates the development of requirements for the technical platform systems and tools to support advanced data management and analytics activities across the department.
- Manages and participates in the assessment and analysis of business requirements and the development and maintenance of applications.
- Stays abreast of emerging technologies and industry trends, recommending and
implementing relevant advancements to enhance hospital and Ambulatory Care network IT infrastructure.
Option I:
Bachelor's degree from an accredited college or university in Computer Science, Information Systems, or a closely related field AND three (3) years within the last seven (7) years of progressively responsible*, full-time (40-hour work week), paid experience in managing** the design, development, implementation, operation, and maintenance of a large complex information systems*** program in a large, multi-service public or private sector healthcare organization such as acute-care hospitals; long-term care facilities, and/or outpatient clinics that employs at least 700 and provides multiple clinical services.
Option II:
Five (5) years within the last seven (7) years of progressively responsible*, full-time (40-hour work week), paid experience in managing** the design, development, implementation, operation, and maintenance of a large complex information systems*** program in a large, multi-service public or private sector healthcare organization such as acute-care hospitals; long-term care facilities, and/or outpatient clinics that employs at least 700 and provides multiple clinical services.
*Progressively responsible - a significant increase in the level, complexity, and scope of responsibility in INFORMATION TECHNOLOGY and systems functions over time.
**Managing - responsible for controlling an organization, a group, or a set of entities to achieve a particular objective and directing staff.
***Large complex information systems - Electronic health record, revenue cycle, human resource or payroll systems involving multiple factors driving complexity such as budget, number of users, number of sites, sensitivity of data, processing of clinical and financial transactions, special security requirements, multiple vendors, multiple departments or agencies, project risk, functional complexity of applications, and duration.
No Out-Of-Class Experience will be accepted.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
DESIRABLE QUALIFICATIONS:
Credit will be given to applicants who possess the following:
- Additional experience in excess of the Requirements
- Certification from the Project Management Institution (PMI) as a Project Management Professional (PMP)
- Master's degree from an accredited college or university in Computer Science, Information Systems, or a closely related field

Candidates must achieve a passing score of 70% or this examination in order to be added to the eligible register.
ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be added to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
No person may compete in this examination more than once every twelve (12) months.
