Job Description
Seeking a procurement professional to join the Nuclear Indirect Sourcing team. The successful candidate will procure indirect services and labor and engineering and field services in support of commercial and Government nuclear projects.
Essential Responsibilities
• Prepare and issue Requests for Quote (RFQ) and Requests for Proposal (RFP) and Purchase Orders (POs) to suppliers in accordance with government, customer and GEH requirements, policies, and procedures.
• May also assist in the development of subcontract specifications and Statements of Work (SOW).
• Review quotes/proposals analyze results and determine negotiation plans/strategies as well as addressing any exceptions to terms flow downs, specifications, or GEH terms and conditions requirements.
• Conduct negotiations with suppliers to achieve fair and reasonable results. If needed, perform supplier assessments with the program team to finalize supplier selection.
• Review and assessment of purchase requisitions to assure all government criteria and requirements are included and addressed.
• Formally document procurement files in accordance with the FAR purchasing system requirements and GEH processes, including details of summary of award, sole source justification, price analysis methodology, negotiation strategy and summary.
• Manage supplier performance to cost, delivery/schedule, quality, technical and contractual requirements.
• Identify and mitigate risks and issues with suppliers by determining root cause and developing corrective action.
• Track and report subcontract dollars on all federal contracts in the system. Review small business subcontracting plans received from first-tier subcontractors, to ensure compliance with government regulations.
• Compile, analyze and submit data for reporting per FAR 52.204-10 to Federal Funding
Accountability and Transparency Act Subaward Reporting System (FSRS).
• Prompt and timely response to all internal customer requests.
• Recommend improvements to existing subcontract policies, procedures, and tools, in addition to training and mentoring other employees on US government procurement processes and requirements.
Qualifications / Requirements
• Bachelor’s Degree in business, engineering, or related discipline from an accredited college or university, OR high school diploma or equivalent with 10 years of experience in U.S. government funded procurement.
• 5 years of experience in Government funded projects with understanding of federal project compliance requirements (Service Contract Act, Davis Bacon Act, Buy American Act, Small Business Subcontracting Business Plans, and specialized terms and conditions).
Additional Desired Characteristics
• Advanced degree in business, engineering, or other relevant discipline
• Working knowledge of the Federal Acquisition Regulation, the Department of Energy Supplement, and the Department of Defense Supplement (FAR/DEARS/DFARS) and 2 CFR 200 Uniform Guidance.
• In-depth understanding of all principles of the procurement process in a government environment from inception to close out.
• Experience in the Nuclear Power Industry.
• Strong leader capable of working successfully in a matrix organization and as part of a cross functional team to drive impactful results.
• Demonstrated ability to manage multiple complex projects to completion, including meeting project deadlines, with appropriate cost and schedule control.
• Working knowledge of the preparation of bid packages, analysis and evaluation of proposals, source selection/justification, negotiation of subcontract provisions, and administration of subcontracts.
• Possess effective communication skills (written, verbal, and presentation) to effectively
communicate business cases to all levels of peers, suppliers, as well as project and executive management.
• Demonstrated ability to effectively manage job responsibilities in a global environment with minimal supervision.
• Demonstrated understanding of all phases of sourcing and procurement execution.
• Demonstrated leadership and influencing skills, including ability to successfully interface with multiple internal and external stakeholders.
• Negotiation skills (internal, across the businesses and external with suppliers) - ability to lead negotiations (price, schedule, and supplier performance).
• Demonstrated competency in creating clear and concise written documentation that fully
summarizes all aspects of a procurement transaction
